NASA/GSFC plans to issue a Request for Offer (RFO) for Test Equipment
Calibration and Repair (TECR) Services. The purpose of the acquisition
is to provide TECR services to GSFC's laboratories. GSFC currently has
approximately 7,554 pieces of equipment that may need TECR services on
a regular basis or a case-by-case basis. The contract will be a
hybrid-type contract made up of indefinite delivery/indefinite
quantity, firm-fixed price for calibration services and Time and
Materials for repair and emergency calibration/repair services. The
contract will have a two-year basic period of performance and three
one-year options. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. This procurement is a
total small business set-aside. See Note 1. The SIC Code and Size
Standard are 8731 and 1,000 employees, respectively. The DPAS Rating
for this procurement is DO-C9. The provisions and clauses in the RFO
and model contract are those in effect through FAC 97-14. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about
February 28, 2000 with an anticipated offer due date of on or about
April 14, 2000. An ombudsman has been appointed -- See Internet Note
"B". The solicitation and any documents related to this procurement
will be available over the Internet. These documents will be in
Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and
will reside on a World Wide Web (WWW) server, which may be accessed

Prospective offerors shall notify this office of their intent to submit
