to issue a six month extension (a five(5) month basic period, with
one, 1-month option period) on a sole source basis to StellaCom, Inc.
The extension is required to continue critical production, operations
and maintenance support services for the NASA Public Affairs Office,
until a new competitively awarded contract can be issued. Support
services for this requirement include: 1)audio/video production
operations, 2)radio and television productions, 3)audio and video
operations and engineering, 4)audio and video library operations and
management, and 5)repair, service and maintence of the facility's
equipment. NASA/HQ intends to procure the services under the extension
from StellaCom, Inc. The statutory authority for this sole source
extension is 10 U.S.C. 2304(c)(1)-Only One Responsible Source. Award of
this extension to any other source would result in unacceptable delays.
However, companies who believe they can provide these services without
any detrimental impact to the NASA Public Affairs operations, should
fully identify their interest and capabilities within 15 days after
publication of this synopsis. Interested organizations have 15 days
from the publication of this synopsis to submit, in writing to the
identified point of contact, their qualifications and capabilities to
perform the effort. Such capabilities/qualifications will be evaluated
solely for the purpose of determining whether or not to conduct this
extension on a competitive basis. Responses received after the 15 days
or without the required information will be considered nonresponsive
to the synopsis and will not be considered. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. All responsible sources may submit a
proposal which shall be considered by the agency. An Ombudsman has
