combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). U.S.
Robotic Project Support, 1 JOB for the following requirements: 1.
Enroll and aquire registation for 18 teams, 2. Provide U.S. Western
Regional Event Alpha Phase, 3. Provide U.S. Western Regional Event Beta
Phase, 4. Provide completed robotics solution for ARC/K-12 Project,
Period of Performance: February 25, 2000 -- June 20, 2000 The LTP
Robotics Program supports NASA's Education and Outreach goals by
exposing students to engineers, helping them discover the important
connection between classroom lessons and real-world applications, and
inspiring them to pursue careers in engineering. It does so by
supporting the annual robotics competitions in which high school
student teams partner with teachers and corporate professionals to
design and build robots in six weeks, then compete in a spirited
tournament held in Moffetts Field's Hangar One. The Statement of
Requirements (SOR) for the Learning Technologies Project (LTP) Robotics
Program is to specify requirements for successful support and
implementation of the LTP Robotics Program. 1. SCOPE AND PURPOSE This
Statement of Requirements (SOR) for the Learning Technologies Project
(LTP) Robotics Program is to specify requirements for successful
support and implementation of the LTP Robotics Program. 2. BACKGROUND:
LTP ROBOTICS PROGRAM The LTP Robotics Program supports NASA's
Education and Outreach goals by exposing students to engineers, helping
them discover the important connection between classroom lessons and
real-world applications, and inspiring them to pursue careers in
engineering. It does so by supporting the annual robotics competitions
in which high school student teams partner with teachers and corporate
professionals to design and build robots in six weeks, then compete in
a spirited tournament held in Moffett Field's Hangar One. 3.
CONTRACTOR TASK REQUIREMENTS This task encompasses four phases: 1.
Technical support and design assessment to be completed NLT March 2,
2000: 7 Provide technical support for the design and development of
robots for 18 high schools in the NASA Ames Research Center Region. 7
Conduct design assessment of the soundness of the designs and develop
ways to strategize with the schools to improve the designs. 2. Work
with industrial sponsors, parent volunteers and school officials to
reassess design configurations and to check computer programming
capabilities and network integration to satisfy NASA's requirements for
the US FIRST competition NLT April 10, 2000. 3. Help schools finalize
robotic designs, secure prototypes and parts for the design, and keep
the schools in the competition throughout the regional competition to
be held at San Jose State University, March 30 through April 1, 2000.
4. Provide technical support and logistical training. This phase
involves reassessing the design and computer configuration for advanced
prototypes to develop robots to compete in the finals at Epcot Center,
Florida, April 4-6, 2000. This phase includes design and development
of artificial intelligence (AI) modules as well as transportation of
the robots. 4. DELIVERABLES The contractor shall deliver a final report
that summarizes the "Lessons Learned," including participation, design
configurations, and module development. 5. GENERAL BACKGROUND This
task requires specialization in AI, network configurations, robo-lab
language, C++, and an in-depth understanding of all NASA network
configurations in relation to AI and mission assignments. The first
phase (to be completed by March 2, 2000) requires providing technical
support for the design and development of robots for 18 high schools in
the NASA ARC Region, assessing the soundness of the designs and
developing ways to strategize with the schools to improve the designs.
Phases two and three require the firm to work with industrial
sponsors, parent volunteers and school officials to reasses design
configurations and to check computer programming capabilities and
network integration to satisfy NASA's requirements for the US FIRST
competition. It will help schools finalize robotic designs, secure
prototypes and parts for the design, and keep the schools in the
competition throughout the regional competition to be held at San Jose
State University, March 30, 2000 -- April 1,2000. The final phase
involves providing technical support and logistical training including
reassessing the design and computer configuration for advanced
prototypes to develop robots to compete in the finals at Epcot Center,
Florida, April 4-6, 2000. This phase includes design and development
of aritifical intelligence (AI) modules as well as transportation of
the robots. The provisions and clauses in the RFQ are those in effect
through FAC 97-14. The SIC code and the small business size standard
for this procurement are 8748 and $5.0, respectively. The quoter shall
state in their quotation their size status for this procurement. All
qualified responsible business sources may submit a quotation which
shall be considered by the agency. Delivery to NASA-Ames Research
Center, Mail Stop 269-3. Delivery shall be FOB Destination. The DPAS
rating for this procurement is DO-C9. Quotations for the items(s)
described above are due by 2:00p.m. PST on February 22, 2000, and may
be mailed or faxed to Alma Garcia, Acquisition Division, Mail Stop
241-1, Moffett Field, California, (650) 604-4646 and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
