COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 15,2000 PSA#2537ANALYSIS AND DESIGN OF A RAPIDLY INSTALLED BREAKWATER SYSTEM (RIBS)
Under the authority of FAR 6.302-1, the U.S. Army Materiel Command
Acquisition Center, Natick Contracting Division, Natick, MA intends to
award a contract on a sole source basis with Vertigo, Incorporated,
29885 2nd Street, Suite N, Lake Elsinore, CA 92532 to perform
full-scale preliminary analysis and design of a Rapidly Installed
Breakwater System (RIBS) fabricated from textiles to include design and
modeling analysis, full scale strap development, component testing, as
required, and other support, as necessary, to the program effort. This
is a continuation of a previous effort in which the Contractor has
unique qualifications due its knowledge and expertise as a result of
its participation in the RIBS program which has been in progress for
several years. Vertigo has a unique capability for designing
textile/fabric structures that can act as structural members. They have
developed specialized analytical capabilities coupled with years of
experience in utilizing textiles for Air Drop, Space Station
applications, Tent Structural applications, and other unique
applications where conventional structural materials cannot operate
and/or survive. There is an extensive learning curve in understanding
both the history of the program, and the forces of nature and their
impact on any RIBS structure in a Sea State 3 condition. It would not
be realistic or cost effective to procure this acquisition from another
contractor for this effort at this stage of the program. Interested
parties who contend that they are capable of providing the supplies are
required to submit a proposal within 10 days from the publication of
this notice. Specific factual data, product literature, and other
pertinent information, which demonstrates their capability in providing
these items, shall be submitted to the above address, Attention: Mr.
Thomas Bouchard (AMSSB-ACN-S) and the information submitted will be
used as an evaluation basis to determine competence to successfully
meet the requirements. All proposals received within the 10 day notice
period will be considered by the Government. The Government reserves
the right not to open this requirement to competition based upon
responses to this notice. Technical responses and requests received, as
a result of this Notice of Intent, will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
