full and open competition a three to five year contract (including
options and/or possibly a task order mechanism) under which a U.S.
contractor, in conjunction with a Ukrainian partner, will establish a
commercial law resource center. The commercial law resource center will
provide commercial law training, technical assistance and information
services to both the public and private sector. Work under the contract
will focus on four interrelated areas: 1. Public and private sector
commercial law training; 2. Technical advisory services in response to
requests from Government of Ukraine legislative working groups (the
first year's topics to include development of the civil code); 3.
Outreach program that will disseminate knowledge and information on
commercial law topics to a wide range of clients; 4. Institutional
development of a Ukrainian partner to develop and indigenous capacity
to provide the foregoing services and to develop and implement a
sustainability plan that addresses the organizational, managerial and
financial requisites that would allow the Ukrainian partner to carry on
the activities after the end of the contract. This CBD notice can be
