this office is seeking to prequalify design/build contractors for a
project in Champaign, Illinois. The project consists of the
design/build expansion of the Processing and Distribution Center, 2001
N. Mattis Avenue, Champaign, Illinois 61821-9997. Design services and
design support services will be required as well as construction
activities. The project will require sequential phased construction in
and around an active mail processing plant and existing separate
vehicle maintenance building. No work will be permitted during certain
times of the year, and extensive coordination will be necessary for
the scheduling of the work. Temporary facilities will be required and
are to be constructed to keep plant services in full operation during
the renovation. These temporary facilities include the computer room,
the main entrance, the credit union, and other areas. The expansion
includes extensive sitework, coordination with all national/local
agencies for stormwater management design and construction, and
renovations within the existing mail processing building, and the
addition of approximately 79,000 gross square feet. No work is
contemplated on the vehicle maintenance building. Controlled contractor
personnel and traffic access to the building will be required. Work
includes a new fire alarm system throughout the entire existing
facility, a new Inspection Service CCTV system, and security camera
system, universal wiring systems expansion, extensive HVAC work, and
the related construction trades required for the expansion. The
selection, negotiation, award, design, and construction will be
accomplished in the following phases. Phase I -- Prequalification of
design/build firms. Phase II -- The successful prequalified firms will
be requested to submit a project specific Management Plan and Fixed
Price proposal for the design and construction of the facilities.
Functional Design drawings and specifications and other requirements
will be provided by the USPS with the request for proposals that will
be used as a basis for the proposal. Phase III -- After final approval
of funding by the Postal Service and successful negotiations, a
contract will be awarded and the design/build firm will proceed with
the completion of design documents (100%) and construction of the
facility. Total design and construction estimated completion date is
500 calendar days after issuance of Notice to Proceed. Experience
Requirements are as follows: (1) A minimum of five years experience as
a Design/Build entity. (2) A minimum of two comparable projects,
on-going or completed within the past five years. Comparable projects"
are defined for the purposes of this solicitation as building
expansions to existing facilities with construction complexity to be
equal to or greater than light industrial. Projects shall include
extensive exterior and interior work, mechanical/electrical, structural
and HVAC work. Comparable cost range must be a minimum of $7 million.
A management plan to identify on-site staffing & key personnel assigned
to this project, with appropriate resumes and applicable SF 254/255's
are required with this proposal. The Prequalification Evaluation is
based on a 100-point total system, (Experience/Performance --
Comparable Experience -- 45, Non-Comparable Experience -- 20,
Organization -- 25, and Company Safety Program -- 10. Offers are due

proposal using one of the methods offered by the Postal Service (First

mailing it. If FAX is received before 1:00 p.m., the Prequalification
Solicitation will be mailed that day using Express Mail. Check the
