(NAVAIR) has a requirement and intends to issue a contract,
N00019-00-R-0235, with Lockheed Martin Naval Electronics and
Surveillance Systems (LM NE&SS) Manassas, 9500 Godwin Drive, Mail stop
250/053, Manassas, VA 20110 to manufacture approximately 21 USQ-78
Acoustic Upgrades and install eight. The purpose of this effort is to
define, document, and verify an integration and installation design for
modifications to obtain a P-3C Update III USQ-78 Upgrade. It is
anticipated that the AN/USQ-78 Upgrade Retrofit Kit will be
accomplished as a field retrofit to P-3C Update III (including
Antisurface Warfare Improvement Program (AIP)) aircraft. At its highest
level, the AN/USQ-78 Upgrade Kit is defined to contain the USQ-78B
Display Control Unit/Analyzer SubUnit developed under P-3C Block
Modification Upgrade Program (BMUP), two Color High Resolution Displays
(CHRDs) common with AIP, two Programmable Entry Panels (PEPs) common
with AIP, and delivery of necessary computer programs on suitable
media. The P-3C Update III AN/USQ-78B Installation Kit is defined to
include a modified/replacement E1 electronics rack; parts, materials
and assemblies as may be required to modify racks for the installation
of CHRDs and PEPs; and any new and/or modified interconnecting cabling
required for proper system operation. Under the proposed effort, the
contractor will: 1) Incorporate the USQ-78B Display Control
Unit/Analyzer SubUnit developed under P-3C Block Modification Upgrade
Program (BMUP) into the P-3C Update III AN/USQ-78 Upgrade Program
installation design data package that will accommodate the UIII
aircraft baseline configurations; 2) Procure, manufacture and modify as
necessary 8 system A-Kits and B-kits in FY00 with additional options of
7 and 6 in FY01 and FY02; 3) Perform subsystem integration and
verification efforts in Systems Integration Facility (SIF) at the
contractors site; 4) Provide material, equipment, and data required to
satisfy P-3C Update III AN/USQ-78B Integrated Logistics Support (ILS)
Logistics Management Information (LMI) requirements; 5) Provide
technical support and problem resolution during the period of
government conducted Developmental Testing (as an option); 6) install
8 A-Kits/B-Kits procured in FY00 into P-3C UDIII AIP; 7) Support
transition from installation kit design and verification and provide
technical support and data during production option installation
periods to the aircraft installation contractor for the remaining 13
installation procured in FY01 and FY02; 8) Provide plans, data,
testing, analyses, reports, and other efforts' attendant to the
preceding tasks. This action will be negotiated on a sole source basis
with LM NE&SS Manassas under the statutory authority of FAR 6.302-1
(only one responsible source and no other supplies or services will
satisfy agency requirements), as LM NE&SS teamed with Boeing North
American is the sole designer, developer, and producer of the AN/USQ-78
Upgrade for P-3C BMUP, and LM NE&SS is the only source capable of
manufacturing the USQ-78B within the required schedule. The approximate
