Aviation Depot, MCAS, Cherry Point, NC has a requirement for a Model
1040C Panel Meter Calibrator, 47-500 Hz Line Power Operation Standard,
which includes a Hand Held Unit, Voltage Cable, 3 Meter (10 ft.),
Current Cable, 3 Meter (10 ft.), Power Cord, Operation and Maintenance
Manuals manufactured by Arbiter Systems. (i) This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) This solicitation number is
M00146-00-Q-9027. (iii) This solicitation is issued as a Request for
Quote (RFQ).(iv) The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-15 and Defense Acquisition Circular 98-15. (v) The SIC Code is 3825
with a corresponding size standard of 500. (vi) It is intended that
only one contract will be awarded for all items. (vii) The following
describes the essential characteristics of the Model 1040C Panel Meter
Calibrator 47-500 Hz Line Power Operation Standard (quantity 2 each),
includes Hand Held Unit, Voltage Cable, 3 Meter (10ft.), Current
Cable, 3 Meter (10ft.), Power Cord, Operation and Maintenance Manual.
The Model 1040C Panel Meter Calibrator (PMC) integrates into one
compact, portable package with eight calibration functions: voltage,
current, frequency, power, power factor, phase, VARS, and synchroscope.
A hand-held control is also provided, so you can operate the Model
1040C at a distance when calibrating panel meters in the control room
or substation. The precision ac/dc voltage and current sources may be
operated independently to calibrate voltmeters, ammeters and frequency
meters, or together to calibrate watt-meters, watt-hour meters, power
factor meters, VAR meters, and phase-meters. Extensive self-test,
diagnostic and calibration features are standard on the Model 1040C.
The self-tests verify instrument performance; should a fault be
detected, it can be localized with the diagnostic functions.
Calibration may be performed manually from either the front panel, or
automatically via the standard IEEE 488 interface. Operation: The PMC
output cables are connected to the device under test, and the output
values for current, voltage, frequency, power or phase are set either
from the front panel or remotely via the IEEE 488 (GP-IB) Interface
Bus. Parameters selected from the front panel keyboard, or via GP-IB,
are displayed on a bright, easy-to-read vacuum fluorescent display. A
settling indicator is provided to eliminate erroneous measurements.
Memory for up to 99 output settings is provided for storing
frequently-used values, such as a set of cardinal points for one or
more meters. Settings can also be displayed as error in percent of full
scale for the meter under test. The hand-held control for remote
calibration of panel meters allows operation up to 3 meters (10feet)
from the Model 1040C PMC. The standard output cables are also 3 meters
long; 6-meter output cables, and a 3-meter hand-held unit extension
are optionally available. Calibration and Diagnostics: Allows
adjustment of internal calibration constants from either the front
panel keyboard, or remotely via GP-IB. Each operating range is
calibrated for optimum performance in that range. Extensive self-test
and diagnostic features are provided. A self-test is performed upon
power-up, exercising major modules on the PMC and verifying accuracy
before routine operation is begun. Diagnostic tests allow the operator
to localize failures of individual circuit cards or components. Output
Signals: Voltage output range 10 to 1000Vdc, 1.5 to 750 Vrms; Accuracy
+(0.2% setting + 0.05% FS)(dc); <=150 Vrms +(0.2% seting +
0.05%FS);>150 Vrms +(0.2% setting + 0.1%FS); Note: Internal voltage
ranges have full-scale (FS) values of 105 mV, 1.05V, 10.5V, 105V, and
1000V (dc), and 15.75 Vrms, 157.5 Vrms, and 750 Vrms (ac); Burden
15mA;>=25 mA overload (dc); <=150Vrms 300 mArms; >150 Vrms
10VA; Noise(dc) <=0.25% setting; 10kHz BW; Distortion <=0.45%.
Auxilliary Voltage: Synchroscope Output is connected to the Voltage
Output with a selectable O degree or 180 degree phase relationship. The
total burden of both outputs must not exceed specification. Current:

Government may award a contract resulting from this solicitation to the
responsible offeror whose offer conforming to the solicitation will be
most advantageous to the Government, cost or price and other factors
considered. (b) The Government may (1) reject any or all offers if such
action is in the public interest, (2) accept other than the lowest
offer, and (3) waive informalities and minor irregularities in offers
received. (c) The Government may award a contract on the basis of
initial offers received, without discussions. Therefore, each initial
offer should contain the offeror's best terms from a cost or price and
technical standpoint. Effective 01 March 1998, all contractors must be
registered in the Central Contractor Registration (CCR) database as a
