SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. **** The National Institute of
Standards and Technology (NIST) has a requirement for Liquid Nitrogen
with the following specifications: Nitrogen 99.998%; Oxygen, less than
5 ppm, Carbon Monoxide, less than 2 ppm; Carbon Dioxide, less than 2
ppm; Water, less than 0.5 ppm, and Dew Point 113 Degrees Fahrenheit.
The Contractor shall be capable of liquifying their own product, have
a 24 hour dispatcher on call, and be capable of delivering within 24
hours of a verbal order.**** The Liquid Nitrogen is to be furnished to
six individual NIST, Gaithersburg, MD customers as follows: (1) One
5,000 Gallon tank at Building 301 (Supply and Plant) with an estimated
annual usage of 140,000 gallons per year; (2) One 3,000 gallon tank at
Building 225 (Technology) with an estimated annual usage of 175,000
gallons per year; (3) One 6,000 gallon capacity tank for Building 235
(Reactor) with an estimated annual usage of 140,000 gallons; (4) One
1,500 gallon capacity tank for Building 221 (Physics) with an estimated
annual usage of 50,000 gallons; (5) One 1,300 gallon capacity tank at
Building 235 (Reactor) with an estimated annual usage of 100,000
gallons; and (6) One 1,500 gallon capacity tank for Building 227 with
an estimated annual usage of 15,000 gallons. Additionally, Vendors are
requested to present quotations for three options which may be
included in the Contract to be exercised at the time of award: (1) The
provision, installation, and maintenance of a
Contractor-owned/leased/rented Liquid Nitrogen tank with 5,000 gallon
capacity, including gauges to accurately indicate the volume remaining
in the tank; (2) The provision, installation, and maintenance of a
Contractor-owned/leased/rented Liquid Nitrogen tank with 3,000 gallon
capacity, with a vaporizer, and gauges to accurately indicate the
volume remaining in the tank; (3) Supply of liquid nitrogen for one
1,500 gallon capacity tank at the NIST Southeast Fisheries Science
Center Facility at Charleston, SC, with an estimated annual usage of
24,000 gallons. **** Delivery of Liquid Nitrogen shall take place
within 24 hours of the orders placed by NIST, which will normally be
placed via telephone.**** A Requirements type of contract with a one
year base and four one year options will be awarded. The estimates
listed above are not a representation that this quantity will be
required or ordered, or that conditions affecting requirements will be
stable or normal, but is presented only as a realistic estimate.
However, any requirement NIST has for Liquid Nitrogen will be filled
under this contract. **** This solicitation is being conducted under
full and open competition. Selection will be conducted using FAR Part
13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of
Quotations or Offers. Price evaluation shall be made exclusive of the
options for the tank rentals and the supply to the Charleston
facility, but will include the options for annual renewals. The
Government will make one single award from this solicitation to the
responsible vendor based on Best Value using a price/technical tradeoff
of the following: A) Technical Capability to meet the specifications.
Failure to meet the specifications will preclude the Offer from further
consideration; B) Past Performance indicating ability to supply similar
products and services and deliver on time; C) Price.******All vendors
shall submit the following: 1) Two copies of the quotation; 2) Evidence
of past performance during the past three years for similar products
and services; 3) A completed copy of the provision at 52.212-3, Vendor
Representations and Certifications-Commercial Items which may be
