NASA/GRC plans to issue a Request for Quotation (RFQ) for one 36" and one 12" Chord NACA 0012 Airfoil with reproducible set of design drawings and stress reports for each chord. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from BOEING Commercial Airplane Group, P.O. Box 3707 MC 19-JL, Seattle WA 98124. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION IS 10 U.S.C. 2304(c)(1) The purchase of these two models is being requested for the purpose of evaluating proprietary hardware. The Boeing Commercial Airplane Group has completed testing of the models in the Boeing Research Aerodynamic Research Tunnel (BRAIT) and NASA Glenn Research Center (GRC) desires to evaluate the performance of our Icing Research Tunnerl (IRT) by repeating the same experiment here. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Tuesday, February 29, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
