Services Administration intends to negotiate a contract on a sole
source basis with Texas Tech University, Department of Chemistry &
Biochemistry, P.O. Box 41061, Lubbock, Texas 79409, to further develop
a chemical sensing technique into an air sampling device for field
use. Texas Tech University is the only known source which currently
holds a patent-pending fluoro-polymer air sampling method that is able
to detect airborne substances at very low levels of detection and
quantitation. The device will be used to assist the Toxic Substances
and Disease Registry in assessing the public health impact in
communities when exposed to potentially hazardous substances. Based on
the above, Texas Tech University is deemed the only responsible source
capable of providing such an air sampling method in accordance with 41
U.S.C. 253 (c)(1) -- only one response source. Interested parties may
dentify their interest and capabilities, in writing, to respond to
this requirement within 15 days from the date of publication of this
