for space and terrestrial weather products, and also to provide a broad
scoped contract vehicle for future Defense Meteorological Satellite
Program (DMSP) requirements, DMSP is seeking qualified contractors to
design, develop, and produce a Space Weather Analysis and Forecast
System (SWAFS) under a proposed Indefinite Delivery/Indefinite Quantity
(ID/IQ) contract. This effort is anticipated to be predominately
software reengineering, upgrade, technology insertion and the
development of display and analysis tools. The SWAFS Program shall be
implemented on the Air Force Weather Agency's (AFWA) strategic center's
computer systems, based in Offutt AFB, Nebraska. The space weather
forecast and analysis functions currently accomplished at the 55th
Space Weather Squadron (55th SWXS), Space Environment Operations Center
(SEOC) at Schriever AFB, Colorado will represent the core capabilities
to be transitioned and improved. SWAFS shall use existing AFWA
infrastructure to include, but not be limited to, computer processing
resources, COTS tools, communications, databases and operating systems
to the maximum extent possible. The requirement is for SWAFS to
operate as an integral part of the AFWA system and not as a separate
entity. The migration of the space weather functions from the SEOC to
AFWA shall be accomplished in successive phases. Each increment will
include a subset of the space weather functions performed at the 55th
SWXS. After each SWAFS phase (increment, or spiral) is installed and
operational on AFWA's system, the corresponding functionality will be
deactivated at the 55th SWXS. This incremental or phased process will
be repeated until all required SWAFS functions are installed and
operating on AFWA's system. SWAFS will be the first effort for this
ID/IQ contract. In addition, this contract vehicle is intended to be
available for other DMSP and/or AFWA efforts that require quick turn-on
in areas such as spacecraft, sensors, software rehosting, and software
integration. For planning purposes, multiple awards are currently
contemplated with a Request for Proposal to be issued on or about 28
April 2000. The anticipated award will be on or about 28 August 2000.
Small businesses/teams with the capability to provide the effort
required for this acquisition are encouraged to participate. Interested
offerors must be able to demonstrate their knowledge and experience
involving related DMSP efforts. In addition, offerors must be able to
demonstrate their knowledge in solar physics, space weather operations,
and space weather models and algorithms. All responsible sources are
invited to submit a Statement of Capabilities (SOC) to Space and
Missile Systems Center/CIKE, 2420 Vela Way, Suite 1467-A8, Los Angeles
AFB, El Segundo, CA 90245-4659. The government will not reimburse
potential offerors submitting SOC information. An Ombudsman has been
appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
