referred to as USAID) is seeking the technical expertise of an
organization, a consortium or a partnership to implement key components
under the Mission's Social Transition Program. The work to be performed
by the contractor shall contribute to the achievement of the Mission's
Strategic Objective (SO) No. 3.2 -- Mitigation of Adverse Social
Impacts of the Transition. USAID's five year Social Transition Program,
of which the proposed contract forms a part, focuses on establishing,
in the longer term, the foundation for sustainable and effective social
insurance systems, while meeting the immediate social assistance and
primary health care needs of the most vulnerable. Health will be a
major area of focus in terms of meeting immediate social assistance
needs, as well as in establishing the longer term systems for
addressing the needs of the most vulnerable. USAID has identified
illustrative tasks and deliverables to be completed over the life of
the contract. Offerors are free to propose alternative tasks and
deliverables that will contribute to the achievement of the expected
results identified under the SO. USAID contemplates the award of a Cost
Plus Fixed Fee contract with a five-year period of performance
(three-year base period and two-year option period). The preferred
method of distribution of USAID procurement information is via the
internet. The resulting RFP shall be provided on 3.5" diskette or a
hard copy only upon special request. This CBD notice can be viewed and
downloaded USAID website. The RFP, once issued, can be downloaded from
the USAID website. The Worldwide Web address is

Opportunities from the Home Page, then "USAID Procurements". On the
following screen, select "Download available USAID Solicitations" and
find the number of this solicitation. Receipt of this RFP through the
internet must be confirmed by e-mail notification to the Contracts
Specialist in Yerevan at ayeghiazarian@usaid.gov if you wish to be
notified of any amendments to the solicitation. The subject line should
read "Notice of Interest", and the body should address physical
address, as well as e-mail return address. It is the responsibility of
the recipient of the solicitation document to ensure that it has been
received from the internet in its entirety and USAID bears no
responsibility for data errors resulting from transmission or
conversion processes. RCO/USAID/Caucasus anticipates issuing the
