aterio@usaid.gov. USAID/Haiti (hereinafter known as USAID) intends to
award a five-year contract for the services of a U.S. Organization
capable of implementing a new Hillside Agriculture Program within the
Strategic Objective (SO)"Sustainable Increased Income for the Poor" and
in particular, its Intermediate Result #1 (IR-1) "Increased
Environmentally Sustainable Agricultural Productivity". The purpose of
the Hillside Agriculture Program is to increase environmentally
sustainable agricultural productivity and income in targeted regions.
It is expected that achievement of the objective will require a
market-based, income-driven program that treats the hillside farm as a
business enterprise, enhancing productivity through improved
management of the natural resource base, the application of better
agricultural production and post-harvest technologies, and improved
marketing systems. In achieving the contract objective, the contractor
shall undertake various activities necessary to accomplish the
following three "Intermediate Results" (IRs):" -- improved agricultural
production and natural resource management practices; -- improved
processing and marketing of agricultural products; and -- strengthened
institutions supporting farmers, commercially oriented civil society
groups serving the hillside population, and agribusinesses. Mission is
still giving strong consideration To include a major coffee component
focussing on Haitian Bleu to this activity. Final decision Will be
reflected in the RFP once issued. It is intended that the Hillside
Agriculture Activity will be implemented under a performance-based,
"completion type, cost reimbursement contract." USAID has no particular
management "model" in mind, and offerors will be encouraged to be
innovative in their proposals, taking into account USAID's current
agriculture sector strategy, priorities and other factors. In support
of the above activities, the contractor will establish a project office
in Port au Prince. The office will have the managerial and
administrativeauthority and responsibility to assure the satisfactory
functioning of the contractor in Haiti. The preferred method of
distribution of USAID procurement information is via the internet or by
request of a solicitation on a 3.5" floppy disk. If you require a copy

but you will not receive both a copy in paper form and a floppy disk.
