The Headquarters Air Force Center for Environmental Excellence (HQ AFCEE), Brooks AFB, TX has a requirement for private sector financial expertise to support the Air Force Military Family Housing (MFH) program. HQ AFCEE seeks a support contractor to provide privatization development services in support of all phases of the program. The ultimate goal of this privatization effort will be the successful closure of a real estate transaction for privatization of military family housing at Kirtland AFB. Support for this type of effort is comprised of four line items; Concept Refinement and Review, Solicitation Evaluation, Closing Transaction Analysis, and Post Closure Transaction Adjustments. This contract requirement is a combined synopsis/solicitation IAW Far Part 12, and the intent is to award a bilateral purchase order using simplified acquisition procedures IAW Far Part 13. For this acquisition our support effort for the Kirtland project comprises two line items; Concept Refinement and Review and Solicitation Evaluation. The period of performance for this acquisition is anticipated to be 30 Mar 00 through 31 December 00. A firm fixed price arrangement is contemplated with four one year priced options, and the commercial service format will be used.
