on the solicitation for a Independent Contractor for Program
Management Support. 2. OBJECTIVES: NATO/SACLANT CIS Division's is
seeking a highly experienced independent consultant to represent
SACLANT's interests on the planning and initial implementation
activities leading toward establishment of the Bi-MNC PMO. In addition
to this tasking there is also a requirement for program management
support to the Maritime CCIS Program Life Cycle Manager. 3. SCOPE: The
consultant must be an independent contractor, not affiliated with a
comercial firm currently doing business with any NATO entity regarding
IS. The Contractor will be based in Europe and should expect to
perform the majority of work on-site at SHAPE in Mons, Belgium. The
Contractor will be expected to travel to participate in meetings held
at NATOHQ and the NATO C3 agency in Brussels, Belgium. Travel costs
will be borne by the Contractor, travel time charged to the contract.
Travel and Per-diem to other locations under this contract will be
funded through invitational travel orders issued through SACLANT HQ.
The contractor will be expected to comply with NATO rules and
regulations concerning travel. The Contractor will be expected to
perform at a level corresponding to that of a NATO CIS Program Manager.
The Contractor will be responsible for planning, organization and
execution of major assignments requiring a high degree of innovation.
The Contractor is responsible for establishing and monitoring schedules
and progress, and the production of project deliverables. The
Contractor is responsible, subject to approval, for the following;
Formulating, disseminating and implementing project management
standards; capturing requirements; making written recommendations for
solving management, technical and business problems, using NATO IS
procedures. The Contractor must have excellent English language,
written and oral communication skills and is responsible for
interfacing with very senior managers and technical staff of other
organizations who may be involved in related activities. The Contractor
will routinely prepare reports and briefings concerning the status of
Contractor effort, for approval by the SACLANT IS Program Manager. 4.
QUALIFICATIONS: Education; A University Degree in a technically related
field or equivalent professional experience. Experience; A minimum of
fifteen (15) years of direct relevant experience in management of IS
programs and projects or support to IS project managers.Security
Clearance: Contractor must have a valid and current NATO-SECRET
Clearance. Period of Performance; The period of performance will be for
an initial phase consisting of 1,600 man-hours to be delivered over
tweleve calendar months commencing with the date of order. Based on
satisfactory performance and mutual agreement, SACLANT may then extend
the contract for two successive twelve calendar month periods,
renewable annually, each of 1,600 man-hours. 5. INSTRUCTION TO BIDDERS:
