PARTIES IAW with a Commercial Activities Proposed Action Summary (CPAS)
issued by US Congress on 7 AUG 98, The US Army is conducting a review
IAW the Office of Management and Budget (OMB) Circular No. A-76
entitled "Performance of Commercial Activities and Army Regulation 5-20
entitled "Commercial Activities Program "at the Watervliet Arsenal,
Watervliet, New York. Watervliet Arsenal (WVA) is an Army installation
with the mission to perform manufacturing, industrial and value
engineering, procurement, fabrication and product assurance for
mortars, recoilless rifles, tank cannon, towed and self-propelled
artillery and components of these end items. This is a revised notice
of the CBD announcement issued 10 DEC 98. The functions under A-76
study at WVA have been reduced to ONLY the functions outlined below.
The Contracting Officer recognizes that a parallel effort is also being
investigated in respect to WVA. Please refer to the CBD announcement
published on 27 JAN 2000. At this time, therehas been no decision made
regarding a joint venture effort and no decision made to stop the A-76
study of WVA's base operation functions. Both Contracting Officers
involved in these efforts are coordinating with one another and
awaiting resolution of management issues/decisions before definitive
direction can be provided to the vendor community. In relationship to
A-76, the Contracting Officer is interested in gathering as much market
information as possible. If you have questions regarding the joint
venture effort, please contact Ms. Susan McKinnis at
mckinniss@ioc.army.mil. Questions, responses regarding A-76 at WVA need
to be directed to the Contracting Officer listed below. The Base
Operations Support Services under A-76 now include: 1)Public Works
Support Service; 2) Information Management; and 3) Equipment
Maintenance and Transportation Management. The Public Works support
services include: Facility Engineering and Management Services; Real
Property Maintenance; Painting; Locksmith; Asbestos and OtherHazardous
Material Abatement; Electrical Distribution System; Interior
Electrical; Heating, Ventilation, Air Conditioning (HVAC) and
Refrigeration; Sheet Metal; Plumbing and Pipefitting; Auxiliary
Generators and; Installation Activity Support; Improved Grounds; Pest
Control; Heating Plants, Heat Distribution Systems; Natural Gas
Distribution System; Industrial Waste Treatment Plant; Wastewater
Collection System; Storm water Collection System; and Water
Distribution System. The Information Management functions include:
Operations, System support and Services; User Support and Services;
Infrastructure Support and Services; Visual Information Support and
Services; Administrative Support and Services; and Mail Delivery. The
Equipment Maintenance and Transportation Management functions include:
dispatch Vehicles; Operation of Vehicles; Safety Accident Prevention
Report; Movement of Personnel; Freight Management, and Maintenance of
Moving Vehicles. The purpose of this notice is to identify and
establish initial interest and points of contact from the vendor
community. Information may be used to help formulate bidder's mailing
lists, acquisition strategies, to include socioeconomic program support
and to help establish commercial practices available to the Government.
Any responses to this notice should include the following information:
Company name, point of contact, address, telephone and fax numbers,
e-mail address, brief description of company and capabilities,
experience areas, size, history, CAGE code and/or Tax ID lumber, large
business or small business category. Also include any suggestions on
what your firm would consider standard commercial practices if
contracted to perform the functions above on behalf of another party.,
i.e., length and number of contracts, type of contracts, commercial
terms, etc. or any other suggestions the firm would like to offer.
Please indicate if your intent is as a prime contractor or
subcontractor. Also, if recommending multiple solicitations, please
include which functions you would recommend be included in each
solicitation and rationale why. NOTE: No solicitation will be issued at
this time. Participation in this effort is strictly voluntary with no
cost or obligation to be incurred by the Government. The government
will in no way be obligated to purchase all or any part of the services
described above. The Government is providing this information as
general information only. The Government will in no way be bound to
this information and responses received if or any solicitation is
issued. NOTICE TO ALL CONTRACTORS: All contractors who provide
goods/services to the Department of Defense (DOD) must be registered in
the Central Contractor's Register (CCR). You cannot be awarded a DOD
contract whose solicitation is issued after 31 MAY 98 if you are not
registered in the CCR. You may register via the Internet at
