This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP)N00102-00-R-2071. The solicitation document and incorporated provisions and clauses are those in effect in FAC 90-32, Part 12. The associated (SIC)is 7011. The small business size standard is $5,000,000.00. One lot of rooms will be required in support of the SSN 705 to be located at the Portsmouth Naval Shipyard commencing 01 MAR 00 through 31 OCT 00. Rooms will be required for the following dates: 38 rooms to commence 01 MAR 00 through 31 MAY 00; 26 rooms to commence 01 JUN 00 through 31 OCT 00. Prices may be offered for the following seasons: 01 MAR 00 through 31 MAY 00; Price per room day: $__________ and 01 JUN 00 through 31 OCT 00; Price per room day: $__________. All rooms require the following minimum specs: Minimum size of living area to be 190 square feet, single occupancy, excluding the bathroom facilities area, balconies and closets; Room must provide sanitary clean, safe and well-maintained living conditions; Provide housekeeping service Monday through Friday on an "as needed" basis; Minimum furnishings are one double bed for single rooms, one pillow, one blanket, one bedspread, one full dresser, one comfortable chair, closet or clothes hanging space, a table or desk suitable for writing, adequate lighting such as one overhead light and a table lamp; Private bath with shower, tub, toilet and sink. A shelf or shelves for toiletries; Clean, carpeted room, free of insects, dirt, etc., and vacuumed daily or as needed; Room must have a clean, sanitary odor. Both smoking and non-smoking rooms will be available; Nineteen (19) inch or better color TV in operating condition with remote control; All rooms require independently occupant controlled air conditioning and heating units in good working order available year round. All units must be securely attached to the wall, floor, etc., be clean, electrically safe and inspected on a regular basis. There should be no draft/gap in the surrounding area of a wall unit; Door with chain lock/dead bolt, which must be securely fastened to the wall/door frame, etc.; Minimum change of linen once a week, or upon change of occupancy, whichever comes first. To include laundering of bedspreads and blankets on a weekly basis or upon each change of occupancy; Daily towels (clean towels provided to include but not limited to: 2 bath, 2 hand and 2 face towels) and daily maid/housekeeping service (rooms must be dusted on a regular basis or as needed). Ice machine on premises in operating condition; Adequate, lighted, safe parking; Location of the hotel/motel must be within 5 miles traveling main routes to the front entrance of the Portsmouth Naval Shipyard; Check in time must be no later than 2 PM. Arrivalsmay be staggered; Access to all hotel facilities as regular guests to include but not limited to gyms, pools, restaurants, continental breakfast, lounges, etc.; All rooms occupied by PNS military personnel require a refrigerator not less than 3 CU FT with a freezer to be .2 CU FT or larger. Total of 3.2 CU FT or larger; All rooms require a smoke detector/sprinkler system in operating condition. A current fire inspection certificate must be posted; All electrical outlets to be in place and firmly attached to the wall. A minimum of three grounded outlets and no use of extension cords to prevent hazardous safety/fire conditions; Laundry facilities (washer/dryer) on premises or within a reasonable distance; The PNS administrator reserves the right to "sell back" rooms not being utilized by PNS personnel to the contracted motel. The contracted motel cannot utilized these rooms with other customers other than PNS personnel if the government is paying for them. The contracted motel will be required to provide room numbers and room keys to the PNS beach administrator in the event of vacant rooms being paid for by the government. In the event that additional rooms are vacated by PNS personnel, the PNS beach administrator reserves the right to sell back unoccupied rooms. The contracted motel must make it known to the PNS beach administrator when vacant rooms are available under contract prior to accepting additional room days. Any additional rooms requested or extended beyond the scope of the original contract will be at the prior, mutually agreed upon, contracted price per room day. Invoices will be paid on a bi-weekly basis. NOTE: Military personnel assigned to each hotel motel/are responsible for all expenses incurred beyond the scope of the contract. The government is responsible for the accommodations of the military personnel only. Should the motel agree to provide additional services, the basis thereof and charges for such services are strictly between the motel and the military personnel.
