Institute of Standards and Technology (NIST) located in Gaithersburg,
Maryland received construction funding for the new Advanced Measurement
Laboratory (AML) in FY2000. The magnitude of construction for the AML
is between $140,000,000 and $170,000,000 and will require 100%
performance bonds. NIST plans to issue a "Best Value" solicitation in
May 2000 and to make an award no later than September 2000. NIST is
committed to aggressively supporting small business subcontractor
participation in the construction of the AML. This "Request for
Information" (RFI) is to obtain public comment on the subcontracting
plans requirements from prospective offerors. NIST will use this
information to establish small business subcontracting goals for the
AML solicitation and resultant construction contract. Project

what a prime contractor subcontracts, the percentagegoals NIST is
seeking are 55% for small business concerns, 18% for small
disadvantaged business concerns (comprised of 12% for small
disadvantaged business concerns and 6% for 8(a) business concerns), 9%
for women-owned small business concerns and HUBZone percentages of 1.5
for FY2000, 2.0 for FY2001, 2.5 for FY2002, and 3.0 for FY2003 and
subsequent years. 1) What is the estimated percentage of the total
construction contract value to be subcontracted? State the basis and
/or assumptions (i.e. past experience) used to determine this
percentage. 2) What is the estimated percentage of subcontracted work
that will go to small business? NIST accepts the flow-down process of
counting small business subcontracting to meet goals. The reporting of
subcontracting continues indefinitely through multiple tiers, as long
as the subcontractors are not small business and their subcontracts
are over $1 million. State the basis and/or assumptions used to
determine this percentage. 3) What areas of work (i.e. roofing,
plumbing, electrical, interior painting, etc.) would be subcontracted
to small businesses? Also, for the General Conditions for the project,
state those items that will be subcontracted. We are encouraging
responses from all prospective large business prime contractors. Small
Business firms are also encouraged to provide information for this RFI
on their past experience(s) as a subcontractor on projects of similar
size and value to the AML project. All information shall be submitted
to the Contracting Officer within 10 calendar days of issuance of this
