performed under this solicitation consists of design, supply, and
installation of a new valve body seat ring for the 168-inch-diameter
turbine isolation butterfly valve for Unit A-6 located in the Arizona
Powerplant at Hoover Dam. The new seat ring shall contain a rubber
insert for the seating surface of the valve. The work is located at
Hoover Dam, on the Colorado River, approximately 7 miles northeast of
Boulder City, Nevada, and 32 miles from Las Vegas, Nevada, in Clark
County, Nevada and Mohave County, Arizona. Principal features of the
work include the following: (1) Removing the existing valve body seat
ring; (2) Transporting the seat ring from Hoover Dam to the
contractor's work area for use as a template; (3) Designing and
supplying a new stainless steel seat ring complete with the rubber
insert; (4) Determining the grade of machining required and machining
the surface of the existing leaf seal; (5) Supplying new stainless
steel seat ring retaining screws (fitted cap screws) to replace the
ones removed during the disassembly of the seat ring; (6) Installing
the new seat ring with the new seat ring retaining screws; (7) Fully
adjusting the valve seats; (8) Repairing and painting any valve body or
valve disk surfaces damaged during performance of the work. Government
forces shall be responsible for unwatering, opening, closing, and
repressurizing the penstock and providing access into the work area.
Access into the work area is only through the manhole located on the
scroll case. Access to the butterfly valve by the Contractor is
scheduled to begin October 12, 2000. The Contractor shall complete all
work by December 6, 2000. We strongly recommend that all prospective
offerors visit the site to examine the location of the work. Access to
the work site is very limited and conditions at the site will affect
the Contractor's operations. Site visits will be limited to the
exterior of the penstock, work staging areas, and viewing potential
entry points into the penstock. Prospective offerors desiring to visit
the site of the work on one of these days should communicate with Mr.
Larry Hieb, Engineer, Hoover Dam Facilities Office, telephone: (702)
293-8825. We request that offerors refrain from making site visit
arrangements until after the solicitation has been issued. The
estimated cost range of this project is $100,001 to $500,000. The
standard industrial classification code for this project is 3491 and
the small business size standard is 500 employees. This solicitation is
unrestricted. All responsible sources may submit a bid which shall be
considered by the agency. The estimated issuance date of the
solicitation is March 15, 2000. The estimated date for receipt of
proposals is April 14, 2000. The solicitation and specifications
(except for the drawings) will be available from our web site on the
