general guidelines for the removal and disposal of: existing gravel
surfaced multiple ply built-up roof systems on all roofs indicated on
the plans (A2-A9)wood blocking, steel stairs at the penthouses,
insulation, crickets, roof drains, bituminous flashings and sheet metal
assemblies, chimney cap and cutting of brick masonry wall. The work
also includes the installation of new 2-ply felt membrane, mopped in
place rooftop insulation, 3-ply built-up roof system plus modified
bitumen capsheet, metal wall panels and closures, sheet metal
assemblies, drain bowl assemblies, new rooftop units, and new steel
stairs, throughwall flashing and replacement of brick masonry units,
and incidental related work for Building 1 highrise and low roof. 2.
Award will be made to the offeror providing the best value to the
Government. In determining Best Value, proposals will be evaluated
based upon past performance; company organization; financial stability
and price. Past performance will encompass such factors as (1)
Quality, (2) Timely Performance, (3) Effecitviness of Management, (4)
Compliance with Labor Standards and (5) Compliance with Safety
Standards. Company organization will encompass factors such as
organizational structure and workload capabilities. Financial stability
will encompass evidence of funding and bonding capabilities. This
solication is open to Large and Small Business. The SIC is 1761,
Business Size Standard is $7mil. ECC range is $500,000. to $1mil. 3. To
