RE-ENGINING PROGRAM ANNOUNCEMENT. AS STATED IN THE PRIOR ANNOUNCEMENT,
NORTHROP GRUMMAN WILL BE HOSTING A PRE-BIDDERS CONFERENCE AT THEIR
MELBOURNE FACILITY. THE DATE FOR THE PRE-BIDDERS CONFERENCE IS NOW ON
THURSDAY, 09 MARCH 2000. PLEASE CONTACT MS. CATHY BURNS, PROCUREMENT

planning the re-engining of the Joint Surveillance Target Attack Radar
System (Joint STARS) aircraft through an operating lease arrangement.
Northrop Grumman Corporation has been chosen to act as the
Government's integrator and to obtain a best value Joint STARS
Re-engine solution through running a full and open competition among
engine suppliers. As such, Northrop Grumman will be hosting a
pre-bidders conference at their Melbourne facility on March 9, 2000.
This pre-bidders conference is being conducted in advance of a formal
solicitation from the Government. A draft of the Request For Quotation
(RFQ) will be released at the Pre-bidders Conference. The USAF E-8
Joint STARS aircraft are refurbished Boeing 707-300C series aircraft.
The aircraft are currently powered by TF33-PW-102 (commercial JT3D)
engines. Based on the E-8 predicted system life and the age and
performance parameters of the JT3D, the USAF is interested in leasing
replacement propulsion pod systems. An overall low life cycle cost is
a prime consideration for the re-engining effort. New, innovative
solutions, aimed at reducing life cycle costs while improving current
performance parameters are encouraged. The new propulsion system will:
(1) Have uninstalled thrust greater than 19,285 lbs. (2) Meet the
707-300C wing structural limitations (3) Meet commercial noise and
emissions standards. Current E-8 fleet is 16 aircraft. (Plus
appropriate quantity of spare engines). Notional lease period is twenty
years, with one year options contained within. Prospective bidders are
requested to bring copies of their standard engine lease "agreements"
inclusive of standard terms and conditions (if available). These
"draft" lease copies will be used to aid the prime contractor in the
formulation of a leasing arrangement. They will not be used as the
basis for selection of a propulsion system supplier. Additional
information will be discussed at the Pre-bidders Conference to be held
at Northrop Grumman Corporation -- Airborne Ground Surveillance and
Battle Management Systems (AGS&BMS) in Melbourne, FL. If you wish to

the screening criteria in this synopsis. Firms should indicate whether

qualify as socially or economically disadvantaged, and whether they are
a U.S. or foreign-owned firm. An Acquisition Ombudsman, Colonel Steven
H. Sheldon, Director, Commander's Staff, has been appointed to hear
concerns from offerors or potential offerors during proposal
development. You should only contact the Ombudsman with issues or
problems you cannot satisfactorily resolve with the program manager
and/or contracting officer. The Ombudsman role is to hear concerns,
issues, and recommendations and communicate these to the appropriate
government personnel. The Ombudsman will maintain strict
