solicitation/synopsis for a commercial item prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. Solicitation number RFQ00Q0039 is
issued as a Request for Quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-14. This action is not a small business
set-aside. The SIC code is 5084, and the small business size standard
is 100 employees. The U. S. Secret Service, Uniformed Division, has a
requirement for the purchase and installation of three (3) single tier
conveyors (for single hanging) and seven (7) double deck tier
conveyors (for double deck hanging). Conveyor systems shall be
installed in the new U. S. Secret Service Protective Operations
Building located at 1111 18th Street, NW, Washington, DC 20036 Each
single tier conveyor shall measure twenty-eight (28) feet in length,
four feet three and one-half inches (4'-3 12'") in width and six (6)
feet in height. Each two tier conveyor shall measure twenty-eight (28)
feet in length, four feet three and one-half inches (4'-3 12") in
width and eight feet in height. Frames: Conveyors shall have ten (10)
slots in each twelve-inch (12") frame. All frames shall have hardened
hinge pins and spacers to minimize wear. Material for the frames shall
be steel. Yokes: Die Cast Aluminum with four (4) load bearing wheels,
one and three-eight inch (1-3/8") diameter, nylon tires, on steel
cores. Bearings shall have hardened inner races on steel ball bearings.
Two (2) nylon-stabilizing rollers shall be mounted on the underside of
the yoke to provide positive tracking of the chain. There shall be one
(1) yoke per twelve (12) inches with a rated load capacity of sixty
(60) pounds per foot. Bi-Directional Hand Switch: Twenty-four (24)
volt, three-(3) position switch for clockwise and counter-clockwise
movement. Two-tier conveyors shall also incorporate a bi-directional
foot activated switch with the hand switch. Electrical: Reversing motor
starter, twenty-four (24) volt coils with mechanical interlock, class
two step-down transformer mounted in the starter box. Motor: Open
drip-proof, 1725 RPM 12 HP, ball bearing shaft mounting, single phase
115V, 60 HZ, permanently lubricated, manual reset button for overload
protection. Drive: Single stage gearbox connected to the main drive
sprocket by a #40 roller chain. Track: The track shall be 15/16" O.D.
x 13 gauge welding steel tubing, zinc plated to prevent corrosion,
cross members shall be 3" steel formed channel. Drawing, showing

Washington, DC 20036 The following FAR provisions are applicable to
this RFP -- FAR 52.212-1, Instructions to Offerors -- Commercial (June

apply to this acquisition are: 1,8,9,11,12,13,14,15,22). Offerors must
include a signed copy of the Representations and Certifications with
their offers. Copies of the Representations and Certifications are
available on-line at GSA's web page at www.arnet.gov/far. The contract
specialist will not accept telephone call requests for copies of the
FAR provisions. EVALUATION PROCEDURES-In accordance with FAR Clause
52.212-2, the following factors are added to paragraph (a): Offerors
price and past performance shall be evaluated. Past performance and
cost shall be evaluated in accordance with the procedures in FAR Part
15.305. Award shall be made to the offer that is most advantageous to
the Government based on price and past performance. The Government
intends to award a firm-fixed price contract to the responsible offeror
whose proposal, conforming to the items listed herein, will be the most
price advantageous to the Government. Award will be on an all-or-none
basis with respect to the listed items. All offers, which shall include
a include past performance, a price proposal, and signed copy of the
Representations and Certifications, shall be mailed to the U.S. Secret
Service, Procurement Division, 950 H Street, NW, Suite 6700,
Washington, DC 20001 Attn: Renea Morton, for receipt not later than
3:00 p.m. February 29, 2000. Award is anticipated within 30 days of
