Acquisition Center intends to procure a Tactical Message System (TMS)
for Project Manager -- Defense Message System-Army (DMS). The TMS is
the functional replacement for the AN/TYC-39 Automated Digital Network
(AUTODIN) switch. TMS will be in the form of a transit case or suite
of transit cases, which will provide DMS, messaging capabilities to the
tactical subscriber. It provides Local Control Center DMS services in
the tactical environment. The TMS operates on the NIRERNET, SIPERNET
and Top Secret/Special Compartmentalized Information (TS/SCI) data
networks. The TMS transit case supports each separate security domain
identified above. Each TMS solution may consist of the following prime
support equipment: one Government Furnished HMMWV prime mover, one
Government Furnished support trailor, and two Government Furnished 3KW
Tactical Quiet Generators. The current schedule is for a Limited Rate
Initial Production (LRIP) to participate in a First Article Test
(FAT). Once FAT is satisfactorilyaccomplished, production options may
be exercised. The current production goal is for two hundred twenty
four TMS transit case suites split between the three versions. This
effort is to be accomplished using a Firm Fixed Price Contract under a
Best Value evaluation. Award is scheduled for no later than
23-June-00. Interested parties are requested to furnish the following

copies of the Statement of Work (SOW) and Specification (SPEC) will be
