System: The Social Security Administration (SSA) has a requirement for
a telephone system for the Mid-Atlantic Program Service Center located
in Philadelphia, Pennsylvania. The system shall have flexible system
configuration and must have sufficient capacity to support 2,000
stations, 400 trunks and 200 analog lines (for faxes and any other
tip-and-ring devices). The system must be compatible, and maintain
compatibility, with any and all circuits connecting to the facilities
of local exchange and inter-exchange telephone companies to include
Foreign Exchange (FX) lines, "800" service, and Wide Area
Telecommunications Service (WATS) lines. The system shall be compatible
with other common carrier networks and their network offerings in
analog and digital formats. These facilities shall include Analog POTS
lines, ISDN Primary Rate Interface (PRI) and Basic Rate Interface
(BRI), as well as, all of the Federal Telecommunications System
provided by a CCSA private-line network offerings. The
systemconfiguration includes growth for over the next seven years. This
SSA facility consists of one 7-story building. Interested parties must
have total access to parts and spares, be able to provide onsite
technicians who are fully knowledgeable of each system component, and
provide a 24-hour emergency response. The solicitation is being issued
as a simplified acquisition under the test program for Commercial
Items. Only written requests for quotations SSA-RFQ-00-0276 will be
accepted for 30 days from the date of this publication. Faxed requests
may be sent to (410) 965-9560. The RFQ is scheduled for release on or
about February 25, 2000 with offers due 30 days after issuance of the
RFQ. The resultant contract will contain a basic one-year period from
date of system acceptance with six one year option periods. The
Government will consider all proposals from responsible sources. See
