66 -- NIGHT VISION POCKETSCOPE SOL RFP 865871 DUE 030300 POC Luwanna K. Greene (202) 324-3319 This notice is amendment #1 to this Request for Proposal. It is intended to answer questions posed by a vendor regarding the RFP. QUESTION #1: Please define the requirement for the battery having both standard commercial and lithium versions in more detail. Does this mean that they must have identical output voltages or could the output voltages be different as long as the Night Vision Module operates correctly with either battery installed? ANSWER #1: Standard commercial means an item sold or traded to the general public in the course of normal business operations and designed to have wide popular appeal in large quantities in industry. As far as the lithium and non-lithium, the Night Vision Pocketscope (NVP) must be capable of operating in extreme temperatures. The lithium battery will be used where cold ambient temperature operation is required and the non-lithium (standard) version will address all other operational needs. It is only necessary for the battery to operate the proposed NVP unit, the batteries does not have to have identical output voltages. QUESTION #2: The RFP requires compatibility with the existing M944 and M944A inventory. Does this requirement mean that the batteries must be the same? If the requirement is to be interpreted in this manner, please provide details on the batteries currently used for these units to allow their compatibility to be evaluated. ANSWER #2: No. The compatibility requirement applies to the ability of the proposed NVP module to operate using the Litton NVP objective lenses (1X; 75mm and 162mm) and the Litton NVP relay lenses that are currently in the FBI inventory. QUESTION #3: The RFP states that a three position OFF/ON/IR switch is to be provided. The previous RFP from the FBI required that seperate IR HIGH and IR LOW positions be provided on a four position switch. Has the requirement for two levels of IR output energy been deleted by the FBI? ANSWER #3: The FBI's minimum requirement for this solicitation is for a three position switch as stated. The FBI canceled the previous solicitation and the contents of that solicitation shall be disregarded. The FBI has stated its minimum requirements in this solicitation and offerors should propose items based upon this solicitation's requirements. QUESTION #4: The RFP requires the submittal of "product samples (as a kit)". Is this to be interpreted a submital of a product sample of line item #1 the 1X Viewer Kit? ANSWER #4: No, the offeror is to submit product samples of Line Items #1 through 5. Posted 02/15/00 (W-SN425757). (0046)
