NASA/SSC plans to issue a Request for Offer (RFO)for one (1) each,
FOUR-STEP RADIOMETRIC VERIFICATION TARP SYSTEM to include but not
limited to: spectroradiometer with a wavelength sampling interval of no
larger than 3.0 nanometers and a spectral sampling no larger than 3.0
nanometers in the wavelength rang of 400 to 1050 nanometers; field of
view shall be less than or equal to 8 degrees; field of regard off the
spectroradiometer on the tarp shall be equal to or less than 0.5 meter
diameter; spectroradiometer shall have a NIST-traceable calibration and
an absolute accuracy of 5% (1 sigma); each tarp shall be square, 20
meters on a side with eadh side of the panel being manufactured
straight to within +/- 6.0 centimeters over the 20 meter length; each
panel shall be composed of four individual pieces, each piece shall be
diagonal, 5 meters by 20 meters; seams or hems shall be no wider than
10 cm; no tarp shall have a preferred azimuthal directon for
integrated spectral reflectance; Anchoring Hardware: grommets shall be
#4 clawgrip blackened brass and must hold the tarp panels in place
during winds less than or equal to 9 meters per second (20 miles per
hour). Specifications and evaluation criteria will be included in the
solicitation document. The Government intends to acquire a commercial
item using FAR Part 12. The SIC Code and Size Standard are 3826 and
500, respectively. The DPAS Rating for this procurement is DO-C9e. The
provisions and clauses in the RFO and model contract are those in
effect through FAC 99-23. All qualified responsible sources may submit
an offer which shall be considered by the agency. The anticipated
release date of the RFO is on or about February 23 with an anticipated
offer due date of on or about March 17, 2000. An ombudsman has been
appointed -- See Internet Note "B". Prospective offerors shall notify
