This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation 53SBNB060027 is issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. The Standard Industrial Classification (SIC) code is 5049. This action is small business set-aside and the business size is 500. This is a brand name or equal. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency requirement. The National Institute of Standards & Technology (NIST) intends to obtain a Moisture Sorption Analyzer. The Contract Line Item Number (CLIN), quantities, and unit of issues are as follows: CLIN 0001, 1 each Hidden Analytical Moisture Sorption System to include the following specifications: Instrument: The sample chamber, humidity sensor, and humidifier are housed in a aluminum block with independent internal water circulation components to maintain optimum temperature uniformity. No glass components (electrostatic problems, glass is hydroscopic). Split-flow technique to control humidity. Balance: Balance is independently thermostatted to maintain calibration and stability Balance Capacity; 5 gram total, Weighing Resolution; 0.1 microgram maximum. Humidity: Method; Laminar flow wet/dry gas mixing at a constant total mass flow rate. Sensor Type; Capacitance transmitter. Measurement Accuracy; Plus/minus 1% (0-90% Relative Humidity) plus/minus 2% (90-95% Relative Humidity). Control Modes; Set-point regulation; ramp to set-point. Ramp rate; 1 to 95% RH / hour. Minimum set-point; 1% Relative Humidity. Maximum set-point; 95% Relative Humidity. Temperature: Sensor type; Platinum resistance thermometer. Control type; Set-point regulation by remote-controlled water bath. Measurement Accuracy; Plus/minus 0.1 degrees C. Measurement Range; 5 to 85 degrees C. Sample drying; 150 degrees C maximum with ramp rate of up to 10 degrees C / minute. Software; Instrument software will use the Windows operating system (Windows 95 or Windows NT); Data acquisition and storage of data to PC hard disk; Data display on screen in real-time; Environmental tables for user setup (isotherms, cycles); Real-time trend analysis of weight equilibration; Data export to spreadsheet or ASCII format; On-line HELP files. The provision at FAR 52-212-1, Instructions to Offerors -- Commercial Items are applicable to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government will make award to one offeror. Award will be made to the offeror whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following criteria listed in descending order of importance with the TECHNICAL FACTORS when combined are significantly more important than price. 1) Technical capability factor " Meeting or Exceeding the Requirement," and 2) Past Performance. Technical capability factor is worth three-fourths of the total point score. Past Performance factor is worth one-fourth of the technical points. Technical and Past Performance, when combined, are significantly more important than price. 1) Meeting or Exceeding the Requirement. Evaluation of this factor will be based on the information provided in the technical quotation. Offerors shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristic, which clearly documents that the offered products meet or exceed the specifications stated above and meet the needs of the Government in essentially the same manner as the brand name. Past Performance. Evaluation of this factor will be based on the references provided IAW FAR 52.212-1(b)(10). (Offerors must provide a list of at least three (3) references confirming the use of the system. The list of references shall include a minimum: The name of the reference contact person and the company or organization; The telephone number of the reference contact person; The contract or grant number; The amount of the contract and the address and the telephone number of the Contracting Officer if applicable; And the date services were completed. Offerors shall comply with the provision at FAR 52.212-1(b) and submit 1) Three (3) copies of quotation which addresses CLIN 0001-0008; 2) three (3) copies of technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in this solicitation and a copy of the terms and conditions of the proposed warranty; 3) Two (2) copies of the most recent published price list(s); And 4) Two (2) copies of a list of references.
