69 -- OWNSHIP DATABASE FOR THE ARMY VESSEL BRIDGE SIMULATOR POC Todd Doucett, Contract Specialist, 407-381-8862 This notice is a modification to the pre-solicitation notice posted in CBDNet on November 2, 1999. The requirement has been reduced to one ownship database. The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida intends to procure one additional ownship model for the VS-300 Army Vessel Bridge Simulator. This procurement will result in a firm fixed price modification to an existing contract. The anticipated award date for this commercial item is revised to 3 March 2000. The Government intends to solicit and negotiate the proposed award on a SOLE SOURCE BASIS under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). NAWCTSD intends to modify an existing contract with Nichols Advanced Marine (NAM) of Arlington, Virginia who owns proprietary rights in the simulation engine software "VirtualShip" that is essential to the performance of the VS-300 Army Vessel Bridge Simulator. The ownship models must interact with the proprietary simulation engine that was developed by NAM and must communicate with the simulation engine regarding visual scene content and ship hydrodynamic performance.
