99 -- DEEP SEA DIVING SET POC Linda T. Hultman, Contract Specialist, 309-782-3392, Howard J. Lewis, Contracting Officer, 309-782-3506 The Government is considering a purchase of a Diving Equipment Set, Deep Sea (DES-DS). To proceed with our plan, we are asking for estimated costs for design, testing, and production. Your response will be treated as information only. The Government does not intend to award a contract based on this request or to otherwise pay for the information requested. The Diving Equipment Set, Deep Sea (DES-DS) consists of two 8' X 8' X 10' ISO shelters which are Coast Guard certified. The shelters will hold the DES-DS equipment for storage and shipment. The diving set also consists of a helmet that keeps the diver's head dry and provides communication to the surface. The suit assembly (dry suit) affords maximum thermal and physical protection by keeping the diver completely dry. An umbilical assembly supplies breathing air, communications, depth monitoring, and a strength member supporting the diver's weight. The communication system allows three divers and the diving supervisor on the surface to communicate. Anemergency air supply worn on the diver's back provides enough air in reserve for the diving supervisor to abort the dive and bring the diver back to the surface. The set also contains an underwater video system that mounts to the helmet and allows surface personnel to direct and record the mission. The set can be used to a depth of 250 feet and it is the only system that protects the diver while in contaminated or polluted water. Please submit a budgetary cost estimate based on the Scope of Work and the drawings for a quantity of 3 DES-DS. The Scope of Work and drawings can be located at http://aais.ria.army.mil/aais/SOWandSPECS/index.htm. At this time, we are not interested in the cost for the container components. Please summarize the various aspects of your budgetary estimate into the following categories: a. Cost of the containers (2 per set) b. Cost of Coast Guard Certification for the containers c.
