roe.kathleen@epa.gov. The U.S. EPA National Risk Management Research
Laboratory intends to negotiate on a sole source basis with the
University of Arizona for analytical services for the production of
Encephalitizoon intestinalis spores (3 X 109) required to conduct
chloramine inactivation experiments and to determine viability and
infectivity assays for this organism. The contractor shall provide
analytical services for 52 samples. Spores shall be provided for the
samples from individual disinfection experiments and the viability of
the spores shall be determined for each sample. Each experiment shall
consist of four exposure times based upon exposing the spores to
different levels of chloramine disinfectant at various exposure times
(conducted in duplicate). Spores shall be shipped to EPA by overnight
carrier at various time intervals specified by the Agency. After
exposure to the disinfectant, the spores will be shipped back to the
contractor for viability determinations. These determinations shall be
made based upon growth in tissue culture media (RPM1-7) in accordance
with prescribed protocol. The contractor shall provide a report which
describes the viability results for each sample within four weeks
after receipt of the spores. EPA research indicates that the University
of Arizona is the only source capable of providing the numbers of E.
intestinalis spores required for this type of disinfection procedure.
However, any organization or firm believing itself capable of meeting
the requirements may submit technical documentation to demonstrate its
potential of complying with the statement of work. Only those
organizations presenting such documentation will be considered.
Otherwise, EPA will proceed to negotiate with Arizona University on a
sole source basis under authority of FAR Part 6.302. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. A
determination not to compete this acquisition based on responses to
this notice is solely within the discretion of the Government. This
notice of intent is not a request for quotations, however, all
quotations received within 15 days after electronic publication of this
notice will be considered by the Government. This acquisition will be
processed under FAR Part 13, Simplified Acquisition Procedures. Posted
