Directorate proposes to acquire, on an other than full and open
competitive basis, a modification to existing contract DAAH10-99-C-0038
entitled, "Advanced Landing Gear Concepts". Under this contract,
Boeing, Mesa, AZ is developing adaptive landing gear design concepts
using the Quality Functional Deployment process, semi-active and active
control technologies, and analysis and simulation. The technology will
be validated using a test-bed shock strut. The objective of this
modification is to reduce O&S costs of the AH-64D Apache through
modification of the main landing gear shock struts to incorporate
low-cost, light-weight, passive control technology that will restore
the landing performance to AH-64A levels. The passive control landing
gear shall be designed for the AH-64D. The modified landing gear must
maintain structural integrity and provide energy absorption comparable
to the AH-64A main landing gears. The MLG shock strut hardware
modifications should have a weight impact of less than 3 pounds.
Recurring cost should not exceed $4,500 dollars per MLG shock strut.
Detailed drawings and assembly instructions will be required and will
be a deliverable under the proposed effort. The program modification
and existing program will compliment each other by enabling passive,
semi-active, and active control technologies to be simultaneously
investigated. The ideal solution to the performance problem is likely
to be a combination of active and passive technologies. Combining
simulation, analysis and testing where applicable will enhance the
technology development. A noncompetitive acquisition to Boeing Mesa,
Arizona is intended pursuant to 10 U.S.C. 2304 (c)(1). Boeing is deemed
to be the only responsible source. It is the developer and sole
supplier of the AH-64D aircraft. It is the only known source possessing
the design, development, and manufacturing knowledge necessary to
successfully define the form, fit and function of a main landing gear
for the AH-64D aircraft. All responsible sources may submit a proposal,
which will be considered by this agency. This acquisition will be
conducted using Alpha Contracting techniques; therefore a formal
solicitation for this program will not be issued. Any questions in
