The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center, is issuing notice of intent to negotiate a sole source contract with Pyrcon LLC, to develop the AWARE Active Sonar (underwater obstacle avoidance system) for large whale detection and tracking. Pyrcon LLC and the NMFS have completed several small experiments to test the concept and verify the design. Pyrcon LLC has a clear and commanding lead in the development of an active, phased array, forward looking sonar. Pyrcon's expertise in this field are innovate and unique. The statutory authority for other than full and open competition is 41 USC 253(c), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about March 02, 2000.
