A -- COA ANAYLSIS AND COLLABORATIVE INTELLIGENCE PRODUCTION SOL W813LT 9322-7014 DUE 030800 POC Jeanine Worthington, 410-278-6514, Contract Specialist The Army Research Laboratory (ARL) intends to negotiate with The Compass Foundation Inc. for modification to increase the Statement of Work Titled: Course of Action (COA) and Collaborative Intelligent Production. This effort supports the mission of the Human Research and Engineering Directorate (HRED) Field Element at Ft. Huachuca, AZ. The objectives of this effort are to develop realistic scenarios for possible inclusion in wargaming modeling and visualization concepts for evaluation in soldier performance experimentation and evaluation of collaborative planning concepts. Negotiations are planned solely with The Compass Foundation Inc. because contractor personnel have the requisite expertise in genetic algorithm modeling procedures developed for wargaming analysis of COA, knowledge elicitation (KE), military intelligence (MI), and general operational experience. Specialist at Compass gained extensive joint experience thru education at both the Naval War College and the Army War College. Compass has supported other ARL modeling projects and demonstrated high level experience in developing display prototypes using CoVRT. Compass professionals are thoroughly familiar with KE methods such as the collaborative elicitation computer system available to the government at Ft. Huachuca and has supported previous KE efforts related to developing visualization tools and wargaming modeling approches in similar military environments. The Compass Foundation provides a unique combination of operational expertise particularly in the MIP realm, understanding of various wargaming modeling approaches, experience in developing visualization tools for MI applications, understanding of KE collection methods, and the ability to elicit knowledge from and work with military subject matter MI experts in the Sierra Vista area. The value of this modification is $25,000 making the total value of the procurement less than $35,000 for a twelve month effort. Interested persons may identify their interest and capability.
