COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 17,2000 PSA#2539Space and Naval Warfare Systems Command, 4301 Pacific Highway, San
Diego, CA 92110-3127 A -- MARKET SURVEY FOR ACOUSTIC SURVEILLANCE PRODUCTS FOR THE MOBILE
INSHORE UNDERSEA WARFARE (MIUW) PROGRAM DUE 032200 POC Kevin Washburn,
Project Engineer, PMW-182, Ph#858-537-0397 E-MAIL: click here to
contact the contracting officer via, sullivaj@spawar.navy.mil. The MIUW
program is seeking to improve its surface and subsurface surveillance
capabilities. SPAWARSYSCOM PMW182 is currently applying for approval of
a Foreign Comparative Testing (FCT) Program. This FCT is to test and
evaluate systems that provide improved acoustic detection and tracking
capability over conventional passive DIFAR sonobuoys (SSQ-53)
currently used by MIUW units. This CBD is part of a market survey to
identify COTS, NDI, or near NDI systems which could provide a planar
array of acoustic sensors appropriate for use in a shallow water
environment. Market survey is open to both U.S. and foreign vendors. It
is the desire of the US Navy to integrate new technologies with minimal
impact on current MIUW underwater systems. It is understood the
proposed systems may need modification for use with the current MIUW
AN/SQR-17A Signal Processing System (SPS). Comparative at-sea tests
will be performed in shallow water environments (50 to 600 foot depths)
typical of MIUW operational areas. If approved, the government may
decide to acquire for testing one or more vendor products which appear
to meet or exceed the technical, physical, and operational
specifications. Responses are requested of those suppliers who can
provide a working hardware system ready for test and demonstration
purposes on or about 15 November 2000 and capable of meeting the
following criteria: 1) capable of deployment from a small (<5 meter)
boat by one person, 2) cover the band of at least 40 Hz to 640Hz. 3)
life of at least 8 hours and up to 72 hours with re-seeding, 4) data
link with a range of at least 10 km, 5) target production cost of
<$5K each. Responses to this market survey are due on or before 22
March 2000, and must include the manufacturer, a product description
with performance parameters and a statement regarding current
availability and an estimated cost for the price of test articles and
production units. Test data of the item should be submitted if it
exists. Additionally, responses must include current product status
(i.e. prototype, NDI, in production (number produced), fully developed,
but not in production). Please provide name of firm, address, POC,
phone/fax number, and email address. This synopsis does not constitute
an Invitation for Bid (IFB) and is not to be construed as a commitment
by the government to issue an order or otherwise pay for the
information solicited. For additional information regarding this
potential FCT program or technical details of the components/products
being sought, contact Kevin Washburn, 858-537-0397. Submit responses to
this Market Survey in writing to COMSPAWARSYSCOM, Attn: John Sullivan,
02-22B, Bldg 4, Rm 1027, 4301 Pacific Highway, San Diego, CA 92110.
