301-457-3773 The Bureau of the Census is requesting information from
the industry sector regarding approaches to providing expedited survey
information to support potential survey requirements in the future
using Internet technology. On an ongoing basis, The Bureau of the
Census needs timely feedback on the understanding of potential
respondents to the meaning of questions asked on demographic household
surveys. This feedback allows the Bureau of the Census to pretest and
evaluate survey questions before they are actually used in large-scale
national surveys. The Bureau of the Census requires collection of data
from approximately 5,000-20,000 households on a periodic basis. It is
necessary that each survey be conducted in a very brief time span (1-2
weeks) so that the Bureau of the Census can evaluate the effectiveness
of potential survey questions before they are fielded. The Bureau of
the Census requires full population coverage to make it possible to
conduct research on relatively small, targeted groups, if desired.
Service providers must use well-accepted stratified probability
sampling techniques to assemble a panel of respondents. This should be
accomplished with random-digit dialing selection of households which
provides a scientifically valid list of potential participants.
Detailed demographics on all household members eligible for
participation are required. Each potential household must have Internet
connectivity and must agree to complete a minimum number of surveys per
week per household member. Participation should be rewarded with a
variety of incentives: cash and gift certificates, free phone cards,
movie passes, airline bonus miles, and others. If survey completion
should lag, repeated e-mail reminders will be necessary, followed by
phone inquiries until contact is reestablished. Total household
response rates are expected in the 96-99 percent range. The Internet
connectivity must provide multimedia permitting the use of high quality
video and high fidelity audio. The Bureau so the Census requests
thatvendors possessing the capability of conducting surveys as
described herein, provide capability statements which describe their
expertise in this area. Capability statements should be forwarded to:
