Head Start Bureau (HSB) through the services provided by the Division
of Acquisition Management, Program Support Center, U.S. Department of
Health and Human Services will be issuing a solicitation to operate
its Head Start Publications Management Center (HSPMC). The HSPMC is a
public information and dissemination service for individuals,
organizations and agencies that address Head Start issues. It serves as
a communication channel to inform the Head Start, the early childhood
development community and the general public on non-policy issues by
distributing publications and materials and by providing presentations
and exhibits at conferences and meetings. The scope of work for this
project involves the following major functions: 1) Information Services
-- to provide access to a wide scope of information and materials in
areas related to early childhood development and HSB operations; 2)
Warehouse, Materials Management and Distribution Services -- to provide
ready access to HSB inventory and other materials and to disseminate
materials in response to individual requests and through bulk mailings;
3) Outreach Services -- to develop and implement a strategy that best
promotes awareness and use of HSB information, materials and services
throughout the Head Start community; 4) Networking -- to develop
networks that enhance program goals by coordinating services and
developing collaborative working arrangements with strategic partners;
5) Project Management -- to identify the specific activities necessary
for the implementation of all project tasks, to maintain a continually
cost effective, productive and responsive HSPMC operation, to keep the
COTR informed of the needs of the user community, and to make
recommendations for improving service. Prospective offerors are
encouraged to familiarize themselves with the range of materials
offered by the HSB through the HSPMC. These materials are listed in the
HSPMC catalog available in hardcopy from HSPMC (202-737-1030) or online
at www.hskids-tmsc.org. Other reference material (also available as
indicated above) include the Head Start Act and the Head Start Program
Performance Standards and Other Regulations. The Quality Improvement
Center's funding announcement that was published in the Federal
Register on Tuesday, April 8, 1997, pgs. 16840-16862 is another useful
reference. The anticipated period of performance for the contract is
60 months including option periods. Requests for copies of the
