a commercial item prepared in accordance with the format in FAR 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation. Proposals are
requested and a formal solicitation document will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures (FAR Part 13). The solicitation reference number is RFP
670-23-00 and incorporates the clauses and provisions that are in
effect through Federal Acquisition Circular 97-15. This acquisition is
unrestricted. The Standard Industrial Classification (SIC) Code is
7379 Computer Related Services. The VA Western New York Healthcare
System, Buffalo, NY, requires a video delivery system that provides
convenient and immediate access to educational materials for patients
and healthcare professionals. The system must meet the following
specifications: (1) capable of delivering up to 8 simultaneous channels
of programming and storing 36 hours of programming material; (2)
provide on-demand access from all televisions in the facility; (3)
ability to run programs on a schedule along with on-demand; (4)
digitally based with no videotapes or VCR's required, and no mechanical
arms or jukebox mechanisms; (5) provide a post-test/quiz function,
multiple survey function, and data reporting mechanism; (6) include
video encoding service for VA provided material; (7) include a
selection of contractor provided educational programming videos; (8)
include installation and maintenance with access to 24 hour technical
support. The system must also have the potential for the following: (1)
ability to interface with the hospital's local area network (LAN); and
(2) contractor's ability to develop an interface with the VA's
Computerized Patient Record System (CPRS/VISTA) for documentation.
Award will be made based on a technically acceptable proposal that
provides the best overall value to the Government. The provisions at
FAR 52.212-1, Instructions toOfferors Commercial Items (NOV 1999)
applies to this acquisition. All offerors are to include with their
offer a completed copy of the provisions at 52.212-3, Offeror
Representations and Certifications Commercial Items. The FAR provisions
may be obtained via the Internet at: http://www.arnet.gov. The clauses
at 52.212-4 Contract Terms and Conditions Commercial Items (MAY 1999)
and 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Commercial Items (FEB 2000) apply to this
acquisition. The following FAR clauses cited in FAR clause 52.212-5(b)
are applicable: 52.222-26, Equal Opportunity; 52.222-35, Affirmative
Action for Disabled Veterans and Veterans of the Vietnam Era;
52.222-36, Affirmative Action for Workers with Disabilities; and
52.222-37, Employment Reports on Disabled Veterans and Veterans of the
