Command (NAVAIR) intends to enter into sole source negotiations and
subsequently award a contract to Rolls Royce/Allison for the
procurement of Commercial Logistics Support (CLS) and Technical
Engineering Support Services for the USMC KC-130J propulsion system.
Unless otherwise stated herein, no additional written information is
available, and no formal Request for Proposal (RFP) or other
solicitation regarding this announcement is currently available.
Requests for the same will be disregarded. It is anticipated that the
sole source solicitation will be made available on the Internet before
15 May 2000. The solicitation will reside on the NAVAIR Solicitation
Home Page at: www.navair.navy.mil. Retrieval instructions are as

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A
determination by the Government not to compete this effort is solely
within the discretion of the Government. II. GENERAL INFORMATION: For
the purposes of this announcement, the KC-130J propulsion system
consists of the following components: 1) The AE2100D3 turboprop engine
and propeller gearbox which were designed, developed, and are
currently manufactured by Rolls Royce/Allison; and, 2) The R391
propeller system and related components which were designed, developed,
and are currently manufactured by Dowty Aerospace Propellers. Rolls
Royce/Allison and Dowty have retained all proprietary data and software
rights for their respective components. Industry is notified that the
Government does not have access to, nor is it planning to obtain, the
technical proprietary data and software rights for any of the
components that make up the KC-130J propulsion system. Based on the
information above, it is the Government's position that Rolls
Royce/Allison and its prime subcontractor Dowty are the only known
firms that possess the necessary knowledge, experience, and technical
data necessary to perform the required efforts. Access to propulsion
system proprietary data and software rights is required for the
following identified efforts: (1) Engineering Support Services --
Engineering drawings, schematics, and source data are required for the
performance of basic design, non-recurring engineering, and logistics
efforts associated with major modification programs; sustaining
engineering efforts; preparing documents to support configuration
management processes/functions; and performing engineering
investigations; (2) Maintenance/Supply Support -- Conduct depot level
maintenance and repair of propulsion system spares and support
equipment (including calibration). The contractor will be required to
provide inventory management for KC-130J peculiar propulsion systems
spares and its support equipment; field service support; and warranty
management; (3) Software Support Services -- Proprietary software code
is required to maintain KC-130J Computer Software Configuration Items
(CSCI); resolve software design and Software Trouble Reports (STRs);
establish and conduct software change review boards; prepare documents
to support software configuration management processes/functions; and,
(4) Technical Data Management -- These functions include the
development and maintenance of a Technical Data Information System;
development of technical source data/engineering drawings for revision
of Propulsion System Technical Publications; validate, verify, and
incorporate Technical Publications Deficiency Reports (TPDRs); prepare
and issue Interim Rapid Action Changes (IRACs). The KC-130J
maintenance/support philosophy being employed for this acquisition is
a hybrid Organizational level to Commercial depot-level concept. USMC
personnel will perform all on-aircraft (Organizational level)
maintenance and the contractor will accomplish off-aircraft
(depot-level) maintenance. In general, the procurement scope is for
various Integrated Logistics Support (ILS) and engineering support
elements. These elements include, but are not limited to Basic Design
Engineering (BDE), Configuration Management, Depot Level Maintenance,
Detachment Support, Engineering Support Services, Material Management,
Quality Assurance, Satellite Site Support, Software Engineering
Support, Supply Support, Sustaining Engineering, and Technical Data
Management. The contractor logistics and engineering support effort is
to maintain the propulsion systems for an initial complement of up to
eight (8) KC-130J aircraft (and spares) in fiscal year 2001 at MCAS
Cherry Point, North Carolina. Within the contract period, comprised of
a base year plus between four (4) and a maximum of seven (7) one-year
options, there may be a need to support additional propulsion systems
for aircraft beyond the initial complement of eight (8) to a maximum
of thirty (30). It is anticipated that these additional aircraft may be
located at up to three (3) military bases: MCAS Cherry Point, North
Carolina, U.S.A; MCAS Miramar, California, U.S.A; and,MCAS
Okinawa/Iwakuni, Japan. Under the contract, provisions may also be in
place to allow additional Government activities to use the subject
contractual vehicle. III. CONTRACT TYPE: Hybrid. Anticipated contract
will include Fixed Price, Fixed price per flight hour, Time and
Material, and Cost-reimbursable (predominately material) contract line
item numbers (CLINs). The Standard Industrial Classification (SIC)
code for the supplies and services anticipated needed herein is 8711 --
"Engineering Services (Military, Aerospace Equipment, and Military
Weapons)" with the small business size standard of $20 million. IV.
AREAS OF INTEREST: NAVAIR intends to use Non-Government support for the
USMC KC-130J Contractor Logistics and Engineering Support program.
Non-Government personnel may have the need to access industry data in
order to support the Government. Therefore, before an award of a
contract(s), it may be necessary for the solicited company to enter
into non-disclosure agreements with these individual's companies.
