FISC Norfolk Detachment Philadelphia intends to acquire on a sole source basis, non-personal contractor engineering technical services by qualified contractor personnel for the purpose of informing, instructing, and training Department of the Navy personnel in the installation, operation and maintenance of H1 Aircraft and associated support equipment. It is intended to negotiate this requirement on a sole source basis pursuant to 10 USC Code 2304 (c)(1) with the OEM, Bell Helicopter Textron, Inc., Ft. Worth, TX. This requirement is for an estimated 144 man months of service for the period 1 Jan 2001 through 31 Dec 2001, and will include one option for an additional 144 manmonths of services for the period 1 Jan 2002 through 31 Dec 2002 and a second option for an additional 144 manmonths of services for the period 1 Jan 2003 through 31 Dec 2003. The requiring activity is the Naval Air Technical and Data Engineering Service Command San Diego. This requirement will be covered by a new indefinite quantity labor hour contract or as a provisional extension to the existing contract. The solicitation will contain specifications for the effort to be performed. The place of performance is various fleet and shore activities. Bell Helicopter Textron, Inc., as the Original Equipment Manufacturer, is the only known source with the required technical and engineering expertise, in-plant support, and database to perform the required services. Interested parties who contend they are technically qualified should submit, within forty five days from publication of this announcement, specific factual data, including but not limited to technical resumes, management experience, and other pertinent information as desired to be used as an evaluation basis to determine competence to successfully perform the required services. All technical proposals received within this time frame will be considered by the Government. The Government reserves the right not to open this requirement to competition based upon technical notices received in response to this announcement. Technical responses received as a result of this announcement will normally be considered solely for the purpose of whether to conduct a competitive procurement.
