SYNOPSIS@PHIL.FISC.NAVY.MIL. The Fleet and Industrial Supply Center
(FISC) Norfolk, Detachment Philadelphia intends to acquire, through
other than full and open competition, non-personal Contractor
Engineering and Technical Services (CETS) CFS by qualified Field
Service personnel for the purpose of informing, instructing, and
training Department of the Navy personnel in the installation,
operation, and maintenance of the Common Automatic Test Equipment
(CATE) Program. Specific system include the following: AN/USM-484
Hybrid Automatic Test Station (HTS) including bench hardware and
software, Shop Replaceable Assemblies which are tested, and associated
adapter groups and test program sets; AN/USM-470(V)2 Avionics Test Set
(ATS), otherwise referred to as the Tailored Mini-VAST (TMV), including
bench hardware and software, Weapons Replaceable Assemblies (WRA's)
which are tested, associated adapter groups and test program sets. The
proposed procurement consists of three (3) tasks: 28487, 28829 and
31068. The base contract period for all tasks is 01 July 2000 through
30 June 2001. Each task will also contain two (2) twelve (12) month
options for the period of 01 July 2001 through 30 June 2002 and 01 July
2002 through 30 June 2003, respectively, for a total of 108 man-months
of effort, if options are exercised. This acquisition covers the
Government's minimum needs. The solicitation will contain
specifications for Contractor Field Service(CFS) Representatives as
appropriate. Performance for tasks 28487, 28824 and 31068 will take
place at Naval Air Station (NAS) Miramar, CA; Naval Air Station (NAS)
North Island, CA; and Marine Corps Air Station (MCAS) Iwakuni, Japan,
respectively. An Indefinite Delivery Indefinite Quantity (IDIQ) Labor
Hour contract with fixed man day rates is contemplated. Requiring
activity is NATEC, San Diego, CA. Confidential clearance required. The
proposed contract is for services for which the Government intends to
solicit and negotiate with only one source, Global Technical Systems
of Virginia Beach, VA, under the authority of 6.302-1. Global Technical
Systems is the only supplier of these services at this time. This
notice of intent is not a request for competitive proposals. Interested
parties may identify their interests and technical capability to
respond to this requirement or submit proposals. A determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government. The
applicable Standard Industrial Classification (SIC) Code is 8711. Notes
