seeking all potential firms that have an interest in submitting, as a
prime contractor, an offer to provide all infrastructure and support
services for a new $40M Naval Hospital at Lemoore, California. The
Hospital Maintenance proposal would include a comprehensive integrated
facilities management plan to be written by the prime contractor in an
outcome based structure which means the prime contractor will write the
technical specifications based on the Government stated outcomes. This
approach will allow the prime contractor maximum flexibility to
provide innovative solutions in design and execution of the Hospital
Maintenance proposal. The resulting integrated Hospital Maintenance
proposal would include maintenance of the building and all installed
equipment, custodial sterilization and other medical hygenic services,
grounds maintenance, food services, information and medical data
transmission services. The facility completed construction in January
00, and all installed equipment is new and under warranty until January
01. The Navy is interested in meeting or exceeding all relevant
industry standards for hospital maintenance, including best practice
cost effective measures for maintenance of all new installed plant
equipment. The rest of NAS Lemoore is currently undergoing a Commercial
Activities (OMB A-76) study, with a tentative decision date of June 00.
Should a private sector service provider be chosen through the
competitive sourcing program, it is likely the Navy would ultimately
look to integrate the Hospital maintenance package with the (also
outcome oriented) Base Operations Support Services contract for the
rest of the base services. This would imply potential partnership or
joint venture relationships for incumbents in future resolicitations,
and these prospects should be considered by prospective respondents. If
the current Government workforce wins the A-76 competition to retain
the rest of the base support in-house, this integrated hospital
maintenance contract would stand alone, and future resolicitation would
be at the discretion of the customer. The proposed procurement shall be
issued as a combination Firm Fixed-Price, Indefinite quantity contract
with Award Fee provisions. The contract term will be one base year and
four (4) option years. Interested sources shall provide the following
information regarding their qualifications, capabilities and
experience: 1) Financial capability: provide financial statement
showing capability to manage a contract with a value of up to
$2,000,000 per year; 2) Past Performance: provide references including
contract numbers and point of contacts and phone numbers for relevant
(similar in scope and complexity) projects performed during the last
three years. These may be government or commercial; 4) Experience:
Briefly describe the contracts or programs that your firm has completed
or worked in the last 5 years that show experience in performing and
overall management of similar types of contracts (similar in scope and
complexity) and show the experience of key managers, 5) Management
structure: Provide your proposed management structure for this contract
with a brief description of the lines of responsibilities; and 6) if
applicable, Small business certification: Provide a self-certification
that you are a small business for this sic code and size standard..
This information is required in writing and failure to provide
information on any of the criteria above (#1 through #6) will result in
your firm being excluded from further consideration. This information
must be submitted no later than close of business 9 March and may be
FAXED to Diana M. Gustafson at (650) 244-2635. If adequate interest is
not received from Small Business firms, the solicitation will be
solicited as "UNRESTRICTED" and will be issued tentatively in May 2000.
