Golden Gate National Recreation Area (GGNRA), has identified a
requirement to acquire contracted and advisory services (CAAS) for a
one year base period and four one year option periods. For this
procurement, the NPS reserves the right to award an Indefinite Quantity
Contract to one or more qualified contractors with a high level of
professional real estate competence and have demonstrated experience in
real estate transaction services; real estate law; real estate
development planning and coordination; real estate economics and
modeling; real estate asset and property management; energy and utility
system economics and management; and public sector financial advisory
services. The scope of work includes but is not limited to the
following: 1) Provide real estate consultant services to support and
advise GGNRA staff in the development, negotiation and administration
of leases and other forms of real estate partnerships, including but
not limited to feasibility analysis and planning; transaction support
including negotiation strategies; advising GGNRA of "industry standard"
provisions and language in leases, permits, and similar documents; and
analysis and forecasting of market trends and lease rates for similar
properties. 2) Provide general business planning and economic
consulting for infrastructure, utilities and sustainability programs in
support of real estate improvement projects. 3) Access, monitor,
analyze and assist with business planning and negotiations for the NPS
procurement, installation, maintenance and operation of
infrastructure, utilities and sustainability projects in support of the
NPS real property improvement program. 4) Provide technical advice to
GGNRA staff in the development of requests for proposals or similar
real estate oriented solicitation documents, and assistance in the
evaluation of submitted proposals. 5) Develop and write business
pro-formas, technical and market evaluations, feasibility studies,
program management reports of infrastructure, utilities and
sustainability projects. 6) Conduct market studies and economic
feasibility reports concerning the utilities markets in California,
including energy telecommunications, and energy sustainability
programs, and conduct research into applicable State of California,
Federal government and NPS regulatory and business laws and practices
impacting infrastructure, utilities and sustainability programs. 7)
Provide technical advice on the application of existing partnership
authorities and recommendations for new authorities. 8) Provide advice
on the application and feasibility of real estate financing models,
including direct and indirect lending, bond financing, and
philanthropy. 9) Provide support to NPS procurements and negotiations
of utilities and sustainability programs in support of NPS real estate
projects. 10) Provide market-based appraisals of NPS properties. 11
Provide support to strategic and/or long-range business planning
relating to real estate assets and partnerships. 12) Develop strategies
for cost recovery, revenue development and retention to utilities
services. SELECTION CRITERIA: Selection criteria that represent the
factors to be used in evaluating offers are listed in descending order
of importance. (A) EXPERIENCE (A) (1) Knowledge and experience in
development, negotiation, and financing of transactions involving
long-term leasehold interests rather than fee ownership, particularly
in a National Park or other setting where a government agency retains
ownership of the property. Indicate specific experience of key
personnel assigned to this contract. List at least two projects as
examples, and provide references. (A) (2) Knowledge and experience in
structuring transactions to accommodate the requirements of
private-sector lenders and investors, including knowledge of
specialized loan programs, tax incentive programs, bond financing, and
other strategies to encourage rehabilitation of real estate assets.

references. (A) (3) Knowledge and experience in evaluating the
feasibility of adaptive reuse of real estate assets in complex
regulatory environments, particularly involving the National Park
properties, historic preservation, conservation easements, and federal
agencies and authorities. Indicate specific experience of key
personnel assigned to this contract. List at least two projects as
examples, and provide references. (A) (4) Knowledge and experience in
development and leasing of residential conference and meeting centers,
particularly involving ground leases rather than fee ownership.

references. (A) (5) Development and consulting experience in a variety
of mixed use and adaptive re-use projects appropriate to the range of
real estate assets managed by GGNRA, including development of
conference and meeting facilities, offices, housing, cultural

personnel assigned to this contract. List at least two projects as
examples, and provide references. (A) (6) Knowledge and experience in
developing strategies to procure contract operation and management of
energy and utility systems and infrastructure, particularly involving
federal properties and the use of sustainable design principles.

references. (7) Demonstrated experience of successful completion of
similar consulting and advisory projects of similar scope for property
owners or managers, including government agencies or redevelopment

references. (A) (8) Demonstrated experience and expertise in the San
Francisco Bay Area real estate market. Indicate specific experience of
key personnel assigned to this contract. List at least two projects as
examples, and provide references. (A) (9) Demonstrated ability to write
and produce high-quality consulting reports and counseling memos that
clearly and concisely communicate basic concepts for use by senior
government management staff. Indicate specific experience of key
personnel assigned to this contract. List at least two projects as
examples, provide at least two work samples, and provide references.
(B) PAST PERFORMANCE (B) (1) Offerors shall demonstrate successful
performance of similar services done so within the past five years; and
(B) (2) Offerors shall demonstrate relevant past performance by
providing dates, locations, customers, points of contact, and the
management structure in place to accomplish the work. (C) PRICE is not
scored. However, price will be evaluated. The Technical Evaluation
Panel will consider "Experience" to be twice as important as "Past
Performance" and "Price" to be equal to "Past Performance". The RFP
