for surface launchers. Tasks will include providing engineering
analysis, design, design review, and testing; integrated logistics
support; configuration management; and engineering/technical
documentation services. This requirement is a follow-on to contract
N66604-95-D-A746 awarded competitively to McLaughlin Research
Corporation. This effort will be solicited as an Indefinite Delivery,
Indefinite Quantity Contract with Cost Plus Fixed Fee provisions. The
solicitation will be Set-Aside 100% for small businesses. The
requirement covers a five year performance period estimated to start 21
OCT 2000. The estimated level of effort is 33,500 man-hours per year,
167,500 total. Key Categories include: Mechanical Engineer III,
Mechanical Designer III, Design Engineer III, Systems Engineer IV and
Technical Writer/Editor III. evaluation will be on a Best Value basis
including in Technical Capability the following subfactors: Technical
Approach Personnel, Past Performance, and Facilities. Requirements
include a heated warehouse facility with a minimum of 5000 square feet,
CADD equipment 100% compatible with the NUWCDIVNPT solid works and
microstation/pc equipment for solid modeling and stress/dynamic
analysis, small volume mechanical and electrical prototype production
and testing capability and Liaison Office facilities within daily
commuting distance to NUWC Newport. A Secret Security Clearance is
required. The Solicitation is subject to FAR 52.222-49, "Service
Contract Act -- Place of Performance Unknown". Wage Determinations have
been requested for Rhode Island and Connecticut. The Contracting
Officer will request additional Wage Determinations for any company
requesting one in writing by 2000 MAY 05. Our department no longer
