procurement is unrestricted. The Federal Railroad Administration is
need of a contractor with experience within the railroad industry, to
design, develop and deliver course work that would provide
approximately 10 state highway-rail grade crossing inspectors with the
knowledge and techniques necessary to conduct inspections on
highway-rail grade crossing signal systems to ensure those systems
perform their intended functions. An option to award future training
sessions for additional inspectors may be exercised at the Government's
discretion, however, this does not obligate or commit the Government to
exercise those options. Course contents must emphasize standard
practices of installing, maintaining, and troubleshooting mechanical,
electrical, and electronic equipment, as well as newer motion sensor
(MS) and grade crossing predictor (GCP) based systems. To ensure a
comprehensive learning experience, the contractor must have a
laboratory that permits the instructor(s) to install faults into the
grade crossing signal system simulators for practical exercises. The
training class would be conducted during the third of fourth quarter of
FY 2000, which ends on September 30, 2000. Scheduling would be mutually
decided between the contractor and FRA's Signal & Train Control
Training Specialist, who will be the Contracting Officer's Technical
Representative (COTR) for this contract. Factors to be considered would
include Federal budgetary constraints, other FRA training course
schedules, and availability of the contractor's instructors and/or
classroom space. The length of the course must be limited to no more
than four and one-half days. Class participants will travel to the
selected training location on the Sunday preceding class, and should be
released no later than 12 p.m. on the following Friday. The course
syllabus must be developed using generally accepted training standards,
including an overall description, general learning objectives, and
learning objectives specific to each of the lessons. The contractor
must be able to describe how the learning objectives are to be achieved
and measured. Primary lessons shall include but are not limited to:
Test Equipment: Usage and Care Relay Logic and Conventional DC Control
Systems Overlay, Special Track and AC/DC Track Circuits Crossing Gate
Mechanisms Flashing Light Assemblies Reading Circuit Plans
Troubleshooting signal failures and grounds with test equipment
Understanding and testing MS and GCP systems Besides price and other
costs to the Government, award shall be based on a number of factors
