The National Marine Fisheries Service, Northeast Fisheries Center has a requirement for the charter of a coastal research vessel with crew to perform marine mammal surveys in the northwest Atlantic Ocean. The vessel cruise dates will always be between July 1 and September 30 of each year. A requirements type contract is anticipated with four option years. The vessel shall not be less than 100 feet or more than 125 feet L.O.A. and have the capacity to carry ten (10) scientific personnel. The vessel shall have two(2) observation platforms. One with a minimum height of 40 feet above the water for spotting, either a flying bridge or crows' nest capable of holding at least four (4) scientists. A second platform, also capable of holding four scientists and at least 28 feet above the water, is also required. It shall have an active or passive anti-roll system. The vessel shall be equipped with a satellite navigation system. Also required are VHF, UHF, and aircraft band radios, weather fax machine, LORAN, and at least two radar units. The vessel shall meet or exceed all USCG dB(A) interior noise levels for vessels of 500 tons or greater. Radiated noise from the stern aspect of the vessel shall not exceed 150 dB re 1 uPascal re 1 meter for any 1/3 octave band frequency from 8 to 8000 Hz. Acoustic testing results shall be submitted with each bid. The vessel shall have bow and stern thrusters or an equivalent, capable of rotating the vessel in approximately its own length; laboratory space of at least 100 square feet and scientific freezer and refrigerator space of at least 30 square feet. It shall be equipped with survival suits for each scientist and safety equipment necessary to acquire and maintain a USCG certificate. The vessel shall be equipped with an inflatable motorized launch, and capable of carrying a second, of approximately 18 feet in length with a system for launch and recovery. The launch shall be powered with a minimum of a fifty horsepower outboard motor. The vessel shall have fuel and lube oil capacity sufficient for a minimum of thirty (30) days of continuous operations with an adequate potable water supply for at least thirty (30) days. Vessel fuel and lube oil requirements shall be supplied by the contractor. General liability insurance and Coast Guard certification are required. The cruises will take place from Cape Hatteras, NC north to Greenland. Cruises may originate and terminate in Woods Hole, MA or other ports within the areas of operation. The operational track lines will be determined by the Chief Scientist. All responsible sources may submit a bid which will be considered. No telephone requests will be accepted.
