USACECOM plans to acquire the Vehicular Intercommunications System
(VIS) Light Vehicle Variant (LV2), consisting of a Master Control
Station Light (MCS/L), NSN: 5895-01-469-6120 and a Full Function Crew
Station Light (FFCS/L), NSN: 5830-01-469-3352, on a sole source basis
from Northrop Grumman Corporation, Baltimore, MD. It is planned to
award a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ)
contract with Firm Fixed Price Delivery Orders for a maximum total
quantity of 4,000 the MCS/L and 4,500 of the FFCS/Ls. First Article
Test (FAT) is a requirement. The Government does not possess all of the
pertinent technical data (drawings or specifications) that completely
defines the functionality of the VIS LV2. The VIS LV2 units/boxes are
required to be compatible with the existing AN/VIC-3 VIS units/boxes.
Northrop Grumman Corporation is the original manufacturer of the
equipment. Notes 22 and 26 apply for this acquisition. All parties
