Keithley Model 6517A Electrometers and Item 3: 2 ea. Keithley Model 428 Current Amplifiers. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Keithley Instruments, Inc., 28775 Aurora Road, Cleveland, OH 44139-0000, under an approved Justification citing the authority of 10 U.S.C. 2304 (c)(1) -- Only one responsible source and no other supplies or services will satisfy agency requirements. The Justification for Sole Source is that the above Keithley units are required to be compatible to replace their older Keithley counterparts used for ongoing testing. The Keithley units possess unique features that make them fully compatible with test requirements and the new units will be compatible with Labview software which was written for the older units. In this regard the new Keithley units will be plug and play and will be compatible with the form,fit and function of the older units. The Government intends to acquire commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 25 February 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
