hickeym@stricom.army.mil. The U.S. Army Simulation, Training, and
Instrumentation Command (STRICOM) has a requirement to continue the
current non-developmental production of the Precision Gunnery Training
System (PGTS) Improved Target Acquisition System (ITAS) trainer. The
PGTS ITAS, which is comprised of a Field Tactical Trainer (FTT) and a
Trainer Monitoring Unit (TMU), is an outdoor, appended laser based,
MILES compatible trainer used for force-on-force training of the ITAS
weapon system at home station and U.S. Army Combat Training Centers.
The ITAS FTT operates with and is wholly driven and controlled by the
ITAS's Embedded Training (ET) cards, which are fully integrated into
the tactical ITAS's Fire Control System. Because of this integration,
PGTS ITAS systems are only bought in concert with the procurement of
Tactical ITAS systems. The PGTS ITAS FTT System is currently undergoing
non-developmental production as a modification to the PGTS TOW FTT
trainer originally developed and produced by the Lockheed Martin
Corporation, Lockheed Martin Fairchild Systems of Syosset, N.Y. under
the PGTS Contract N61339-87-C-0056. This effort will also include the
procurement of all required testing, operator/ maintainer training,
spare/repair parts, tools and test equipment, and contractor logistic
support. This effort will utilize both a firm-fixed price and a time
and material type contract structured as range priced options in order
to procure the required 400 remaining training systems to support
remaining tactical ITAS deliveries. This action is for the final
production of the ITAS FTT. The Government does not own and has no
plans to procure FTT production drawings or hardware or software
documentation on the ET cards. Further, the Government has no funding
to allow any non-recurring engineering, re-qualification testing, or
procurement of documentation for this effort. Continued production for
the FTT shall start no later than 01 January 2001 for deliveries to
begin at a rate of no less than 10 per month no greater than 11 months
after receipt of any given trainer order. It is essential, for mission
accomplishment, that the ITAS tactical system be fielded concurrently
with the training system. Based on this concern, there is a significant
penalty to the contractor if training equipment is delivered late or it
is operationally deficient. The lack of ET documentation would add
unacceptable risk to this effort should the Government attempt
alternate source for FTT production. As the original developer and
current manufacturer of the PGTS ITAS trainer, LMFS is the only known
source that posses the required knowledge, data, software, and ITAS
device (both tactical and trainer) interfaces to continue production
and to be able to start delivery by the required date. Justification
and authority is Federal Acquisition Regulation (FAR) 6.302-1 only one
