The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia, intends to purchase on a sole source basis, using Simplified Acquisition Procedures, Slate Software, Slate Software Maintenance, Training on the software which shall include Architect Training for a specific number or limited users, and Administration Training for Supervisors (also limited), plus Consultation on the software to gain maximum efficiency in using the required software. The basis for the sole source is that NSWCDD needs to procure the exisiting software now being used by the Newport News Shipbuilding Facility located in Norfolk, Virginia, so that it can be implemented on site at Dahlgren. Once the software is installed, NSWCDD can access it through the Integrated Data Environment (IDE) and specifications for the CVN77 program can be managed through the software program without having to leave a remote site. The specific Slate software is the only software available and being used by the Shipbuilding Facility which islocated at Norfolk, and there are no distributors, therefore, the reason for the sole source exists. Only the Slate Software will ensure the integrity of the information which is required to be accessed in order to support the current program at NSWCDD. This product was solely developed and is solely manufactured by TD Technologies, Inc., a division of Structural Dynamics Research Corporation (SDRC) and is located at 118 Blackstone Street, Blackstone, MA 01504. The product defined herein is considered a domestic end product as defined in DFAR 252.225-7001, Buy American Act and Balance of Payments Program (MAR 1998).
